According to information from the Ministry of Justice on April 3, in the past 6 months (from October 2024 to the end of March 2025), civil enforcement agencies (CEA) have completed 255,261 cases, an increase of 12,957 cases (up 5.35%) over the same period in 2024; reaching a rate of nearly 51%. In terms of money, the authorities have completed more than VND 57,683 billion, an increase of nearly VND 10,088 billion, reaching a rate of nearly 21% (up 0.64%) over the same period in 2024.

In the context of many cases with particularly large monetary and property values that must be enforced, many problems arise, in order to achieve the above results (the results of enforcement of money increased in both absolute value and enforcement rate), the Department of Civil Judgment Enforcement Management (formerly the General Department of Civil Judgment Enforcement) advised the Party Committee of the Ministry of Justice (formerly the Party Committee of the Ministry of Justice) to issue a plan to implement Conclusion No. 77-KL/TU dated May 2, 2024 of the Politburo on "Project to remove difficulties and obstacles related to projects and land in inspection, examination and judgment conclusions in a number of provinces and cities"; a document requesting the People's Committee of Da Nang City to coordinate in handling the assets of Chi Lang Stadium (in the Pham Cong Danh case).
Along with that, the Civil Judgment Enforcement Management Department has issued many documents providing professional guidance for cases under the supervision of the Central Steering Committee (cases of Giang Kim Dat, Binh Ha Livestock Joint Stock Company, AIC...).
Regarding the organization of the execution of the Van Thinh Phat case, determining that this is a particularly serious and unprecedented case, the Department of Civil Judgment Enforcement Management has coordinated with the Ho Chi Minh City Civil Judgment Enforcement Sub-Department to review and anticipate difficulties and problems when organizing the execution of the case to propose and advise the leaders of the Ministry of Justice to direct relevant civil judgment enforcement agencies.
Every quarter, the Civil Judgment Enforcement Management Department reports to the leaders of the Ministry of Justice in charge on the situation and results of recovering lost and misappropriated assets in criminal cases of corruption and economic crimes, including clearly reporting difficulties, obstacles, causes and proposals and recommendations.
The leaders of the Ministry of Justice also worked with relevant units to direct the implementation of a number of complicated cases that have attracted public attention.
In addition, the leaders of the Civil Judgment Enforcement Management Department also organized working sessions with affiliated units, issued conclusion notices to direct the resolution of difficulties and problems arising in the process of organizing judgment enforcement.
At the same time, the leaders of the Civil Judgment Enforcement Management Department worked with the People's Courts and People's Procuracies at all relevant levels to discuss the organization of enforcement of a number of key cases, with high value of money and assets to be enforced, in many different localities and with an especially large number of litigants.
From now until the end of 2025, the Ministry of Justice will focus on leading and directing the THADS agencies to coordinate with the courts and the procuracy to improve the effectiveness of recovering lost and misappropriated assets in criminal cases of corruption and economic crimes, especially cases under the supervision and direction of the Central Steering Committee and the Provincial Steering Committee on anti-corruption, waste and negativity.
