
The Emulation Movement for Victory has contributed to building the Lao Cai Provincial Armed Forces into a truly loyal political force of the Party Committee, the Government and the People. The Provincial Party Committee and Military Command always focus on directing agencies and units to promote propaganda and education to raise awareness of cadres and soldiers in conjunction with ideological orientation, building political capacity, capacity and responsibility for work; doing a good job of educating and fostering Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and viewpoints, directives and resolutions of superiors, the situation and tasks of national defense and military of the locality and the unit to build motivation and emulation consciousness for cadres and soldiers of the armed forces. In political and ideological education, units have well combined basic education with regular education and forms of activities to grasp and resolve the ideological situation of cadres and soldiers.


In particular, the Emulation Movement for Victory of the provincial armed forces has been closely linked with promoting the study and following of Ho Chi Minh's ideology, morality and style; implementing the Resolution of the 4th Central Committee of the 11th and 12th tenures and Conclusion No. 21 of the 13th tenure on Party building and rectification; Resolution No. 847 of the Central Military Commission on promoting the qualities of Uncle Ho's soldiers, resolutely fighting against individualism in the new situation and seriously implementing the spirit of "7 dares" for the cadres: "Dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, be creative, dare to face difficulties and challenges and dare to act for the common good" of General Secretary Nguyen Phu Trong. Through that, the provincial armed forces have performed well the function of advising the Provincial Party Committee and the Provincial People's Committee on military and defense work; done well the work of forecasting, grasping the situation, promptly proposing correct policies and measures, effectively handling situations, avoiding being passive and surprised; actively coordinate with forces to maintain political security, order and social safety in the province.

In training, the provincial military has adhered to the motto: “Basic - practical - solid” for the regular force and “basic - practical - quality” for the reserve force, militia and self-defense force. At the same time, it has launched and promoted the movement to promote initiatives and improve techniques; invested tens of thousands of working days in building, repairing, upgrading and renewing models of teaching aids, training grounds and training grounds.



Proactively advise local Party committees and authorities to promote the emulation movement to build and consolidate the national defense, the national defense posture associated with the increasingly solid people's security posture. Closely coordinate with the police, border guards and other forces to grasp the local situation, especially on the border line and key areas, promptly advise and propose to local Party committees and authorities measures to lead and direct timely handling of situations, to avoid being passive or surprised. Organize drills on combat plans, prevention and control of natural disasters, fires and explosions, rescue and relief; organize defense zone drills in localities, tactical drills in units.



Implementing the emulation movement focusing on breakthroughs in building discipline and training, agencies, units and localities synchronously implemented measures to manage discipline and promptly resolved ideological developments of soldiers; strictly maintained the regime and routine of living, studying and working. Organizing seminars, competitions and thematic activities created fundamental changes in law enforcement and discipline. Thanks to that, the situation of compliance with State law and military discipline has changed and improved significantly.


In recent years, the Emulation Movement for Victory has been comprehensively deployed, responded to by cadres and soldiers, contributing to serving well the training and combat readiness tasks of the provincial armed forces. In each field, the Emulation Movement for Victory has been concretized into targets in emulation movements, encouraging the promotion of initiatives and technical improvements applied in practice. Typical emulation movements are: "Building good military units, good military logistics management", "Building and managing regular, green, clean and beautiful barracks"; the campaign "Managing and exploiting weapons and technical equipment well, durable, safe, economical and traffic safety"; the model "Model warehouse", the movement "Technical Day", "Ordered, safe and highly combat-ready technical area"...
The Emulation Movement to Win has created motivation for the provincial armed forces to perform well the function of "working army", participate in building political and social bases, strengthen military-civilian solidarity, and together with implementing other movements and campaigns, contribute significantly to economic, cultural and social development, and build a solid "people's hearts and minds position".



In the new period, the Emulation Movement for Victory of the provincial armed forces focuses on the goal of building the provincial armed forces strong in politics, ideology and organization, improving the overall quality and level, combat readiness, strengthening the potential and strength of the national defense; building and expanding many typical advanced collectives and individuals as goals and motivations to promote the movement to develop more and more; effectively implementing key emulation activities, linking the promotion of studying and following Ho Chi Minh's ideology, morality and style, the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period with the patriotic emulation movement and campaigns of all levels, sectors, organizations and localities.
