According to the report at the training session, Vietnam is one of the countries that has achieved outstanding results in implementing the goals of hunger eradication, poverty reduction and food security in recent years. However, the malnutrition rate of people, especially children in disadvantaged areas, is still high compared to the assessment of the World Health Organization and there are still quite large differences between regions.

The rate of stunting malnutrition in children remains at an average of 19.6% (2020). Of which, this rate is high in the Northern mountainous region at 37.4%, the Central Highlands at 28.8%, and in other ethnic groups (except the Kinh ethnic group) at 32%. The multidimensional poverty rate is 7.52%. The total number of multidimensional poor and near-poor households is over 1,972,700 households (reviewed data in 2022).

The goal of food security today is not only to ensure enough rice and food crops, but also to ensure people's nutritional needs and livelihoods. Therefore, it is necessary to promote a food system framework that ensures adequate nutrition according to a multi-sectoral approach, linked to the goals of sustainable poverty reduction and new rural development, especially in ethnic minority and mountainous areas.

In order to guide officials working on poverty reduction, officials in the agricultural and health sectors, organizations and farmers in accessing the food system framework and building and implementing projects to develop food systems to ensure adequate nutrition under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025, the Ministry of Agriculture and Rural Development issued the "Handbook on guidelines for developing projects to develop food systems to ensure adequate nutrition".

At the training session, Mr. Le Duc Thinh - Director of the Department of Economic Cooperation and Rural Development said that the handbook provides instructions on building, organizing implementation, monitoring and evaluating projects to develop a food system that ensures adequate nutrition.

Thereby, helping to transform the food system from production, processing, distribution to consumption in a transparent, responsible and sustainable manner, based on the advantages of localities. People's lives are thereby improved, contributing to the implementation of sustainable development goals by 2030 of Vietnam and the world.

According to the handbook, the beneficiaries of the project are agricultural workers from poor households, near-poor households, households that have just escaped poverty, and people with disabilities (without stable livelihoods) nationwide; people living in poor districts, especially disadvantaged communes in coastal and island areas; poor ethnic minority households, poor households with members who have contributed to the revolution, and women in poor households.

Regarding cultivation, the above subjects will be supported with seedlings, fertilizers, pesticides, tools for preliminary processing, processing, and preserving products after harvest. Regarding livestock, they will be supported with breeds, animal feed, vaccines, veterinary medicines, biological products, chemicals, disinfectants, and environmental decontamination, etc. At the same time, the project also supports training, technology transfer, and knowledge of agricultural production to ensure adequate nutrition.
