Piloting special mechanisms and policies: Da Nang "leads the way"

Prime Minister Pham Minh Chinh chaired the first meeting of the Steering Committee for the implementation of Resolution No. 136/2024/QH15. This is an important resolution on the organization of urban government and piloting a number of specific mechanisms and policies to promote the development of Da Nang City. The meeting not only demonstrated the Government's determination but also affirmed Da Nang's strategic position in the process of building a free trade nation.

Pioneering role in national development strategy

At the meeting, Prime Minister Pham Minh Chinh emphasized that Da Nang plays an important role as a city that "pioneers" in new economic development models of the country. Resolution 136/2024/QH15, effective from January 1, 2025, has opened up many preferential mechanisms and policies such as financial management, seaport infrastructure development, attracting strategic investors in the fields of innovation, artificial intelligence (AI), semiconductors and big data.

In particular, the construction of the Da Nang Free Trade Zone is considered a strategic core. This is not only a bold step to test new mechanisms but also helps expand development space, creating a difference compared to other cities in the region.
According to the report at the meeting, Da Nang's socio-economic situation in 2024 has many positive changes. The gross regional domestic product (GRDP) increased by 7.51% compared to 2023, exceeding the national average. Budget revenue reached VND 25,760.4 billion, up 20% over the same period, while the poverty rate decreased to 0.62%, much lower than the national average.
Da Nang has also made progress in attracting strategic investment from major international corporations such as Adani (India), Sumitomo (Japan), Maersk (Denmark), and leading semiconductor companies such as Nvidia, Intel and Qualcomm. Large domestic corporations such as Sungroup and BRG are also actively participating in major projects here.

Special mechanisms and policies create breakthrough foundations

According to Resolution 136/2024/QH15, Da Nang is given greater autonomy in developing specific policies. The Da Nang People's Council has passed 12 resolutions specifying the implementation contents. Some important tasks have been completed, such as developing a Project to establish a Free Trade Zone, or adding state management functions to the High-Tech Park Management Board.

The city also pioneered in establishing the Danang Center for Research and Training in Microchip Design and Artificial Intelligence. This is the foundation for developing the high-tech sector, thereby creating momentum for other economic sectors.

Despite many positive results, Da Nang still faces limitations in land fund and infrastructure. The city is studying solutions to reclaim land to expand development space. In particular, the proposal to reclaim 300 hectares of land to build a Free Trade Zone is receiving much attention.

Prime Minister Pham Minh Chinh directed that Da Nang needs to focus on developing synchronous and smart strategic infrastructure; At the same time, there must be modern, open policies and mechanisms, suitable to international trends and domestic conditions.

The Prime Minister also requested that the city promote digital transformation and apply artificial intelligence on the basis of big data in areas such as healthcare, education and economy. This is the key for Da Nang to become a regional innovation and financial center.

Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, spoke at the meeting.

Speaking at the meeting, the Prime Minister emphasized that to achieve the growth target of 8% in 2025 and double digits in the following years, Da Nang needs to have a breakthrough mindset.

"Open and modern mechanisms and policies will create a foundation for the city to maximize its potential and competitive advantages," said the Prime Minister, and requested ministries and branches to closely coordinate with the city, remove practical obstacles and support Da Nang in implementing the assigned tasks.

Da Nang, with its tradition of innovation, is expected to not only make a strong breakthrough but also become a driving force for the development of the entire Central and Central Highlands regions. The construction of a free trade nation, of which Da Nang is a pioneering bright spot, not only brings economic benefits but also creates a driving force to promote cultural, social and environmental values. In the context of globalization, Da Nang City is proving that, with consensus from the Central to the local level, ambitious goals can completely become a reality.
