Construction "skipping" due to many households not being able to relocate
Entering the "sprint" phase to bring the project to the finish line on schedule. At the Bung - Van Ninh expressway project, contractors are taking advantage of every dry day to speed up progress.

The fragmented handover of the site forces the contractor to perform the construction in a "hopping" manner, making it difficult to carry out the construction work. We hope that the local government will soon hand over the site so that the construction unit can carry out the work more conveniently.
Contractors have difficulty implementing construction due to the fact that houses and land have not been handed over to households.
"From Km 637 to Km 644+300, there are still houses of households that have not been relocated to resettlement areas or households that have received money but the resettlement area has not completed the infrastructure, so people have not yet handed over their houses for construction," said engineer Thanh.
Mr. Tran Xuan Quang (Huu Nghi residential group) said, my family has an area of nearly 1,000m2 and had to give up land for the project and was compensated with 3.7 billion VND. Currently, the family has bought 500m2 of resettlement land for 700 million VND.
According to Mr. Quang, the reason the family has not yet handed over the house and garden land to the construction unit is because the resettlement project has not completed the infrastructure. In addition, we also hope that before handing over the house to the construction unit, we will have a certificate of land use rights at the new residence.
The household's cow farm blocking the main route of the expressway project through the Viet Trung Farm town has not been relocated.
Recently, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Binh Province Tran Thang emphasized that the second quarter of 2024 is the deadline for the final milestone of handing over 100% of the clean site to the investor and construction contractor according to the Prime Minister's extended direction. Therefore, the Chairman of the Provincial People's Committee requested that the units complete the compensation and site clearance work of the project before June 30, 2024.
Accordingly, the Chairman of the Provincial People's Committee requested the Standing Committee of the District Party Committee and the City Party Committee, directly the Secretaries of the District Party Committees and the City Party Committees - Heads of the Steering Committees on site clearance work in the localities to focus resolutely, direct contractors to take advantage of favorable weather, concentrate human resources, machinery and equipment to construct resettlement areas, remaining cemeteries, and relocate technical infrastructure and social infrastructure.
Along with that, leaders of the People's Committees of districts and towns also directly inspected the scene to completely resolve difficulties and problems regarding the site on the route according to the requests of the Project Management Boards and contractors.
Many houses do not have to be demolished
In late May, many households in Nong Truong Viet Trung town, Bo Trach district (Quang Binh) are focusing on moving their houses to resettlement areas to make way for the North-South expressway project being implemented in the area.
Mr. Dung's house has been dug up by the "genies" waiting to be moved to a new location.
According to the reporter, among the affected households that had to rebuild new houses in resettlement areas, there were some households whose houses had not been built for long so they went online to learn about inviting a "genie" to move their houses to a more suitable location.
The family of Mr. Tran Dinh Dung (born in 1981, residing in Dung Cam residential group, Nong Truong Viet Trung town) is one of them. In 2021, Mr. Dung's family built a spacious house worth about 1.5 billion VND on an area of 170m2. However, in 2022, the family received a notice that the house was subject to relocation for the expressway project.
Mr. Dung said that when he heard the news, his family was very concerned about the information because the house had just been built not long ago. A few months ago, he went online to learn about asking a "genie" to move his house.
A house of a household in Viet Trung Farm town was moved to another location by the "genie".
"Because the family wanted to resettle on the spot because there was still a lot of land left after the land was recovered, they decided to hire a group of people to move the house. The new house will be relocated by the "genies" about 50m behind the old location.
They estimated the cost of relocation to be around 300 million, and it is expected to be completed in a few days. Relocating the house without having to demolish it can save a large amount of money compared to rebuilding a new house," Mr. Dung happily said.
While working with a group of workers, Mr. Huynh Van Tai (born in 1979, Dong Thap province), who was hired by the households to move the houses, said, “We were hired by the households to move 3 houses. The work was not complicated, the households only moved their houses to another location a few dozen meters away from the old location.
Mr. Huynh Van Tai "the genie" and his team of workers accept to relocate households. According to Mr. Tai, the price depends on the distance of the relocation and whether the house's direction is changed.
According to Mr. Tai, the cost of labor depends on the distance of the location and whether the route is changed or not. Here, the households only move their houses back a few dozen meters, so the cost is not high, and the technique does not require any complexity.
For example, I am moving a house for Mr. Nguyen Van Loi with an area of about 150m2. The house was just built not long ago and the owner asked to move about 50m and raise the floor 3m so that it is not lower than the highway surface. For houses like this, the owner pays for the materials himself, we charge about 280 million VND for labor.
