Fined billions for "reneging" on reserve rice

Deputy Director of the State Reserve Department of Hoang Lien Son region Hoang Xuan Nguyen has notified the Ministry of Planning and Investment of the list of violating contractors.

Accordingly, the State Reserve Department of Hoang Lien Son region issued Decision No. 215/QD-CDTHLS, imposing a fine of VND 1.6 billion on Yen Bai Food Joint Stock Company, located on Tran Hung Dao Street, Hong Ha Ward, Yen Bai City. The reason is that the contractor refused to sign the contract to supply 2,500 tons of national reserve rice in 2023, packages No. 3 and No. 6.

Another company that was also fined was Hoang Lien Son Food Company Limited, located at 469 Dai Dong Street, Yen Binh Town, Yen Bai Province. This company was fined VND662.5 million. The reason was that the contractor refused the contract to supply 1,000 tons of national reserve rice in 2023, package number 02.

Rice reserves do not meet plan because businesses drop out of bidding

Previously, the State Reserve Department of Hoang Lien Son region issued a plan to select contractors to supply 8,500 tons of rice to the national reserve warehouse in 2023 at the State Reserve Sub-Departments under the State Reserve Department of Hoang Lien Son region. The State Reserve Department of Hoang Lien Son divided the project into 8 bidding packages. Of which:

Package 01 and Package 02 each supply 1,000 tons of rice to be stored in the national reserve warehouse in 2023 at the Yen Bai State Reserve Sub-Department under the Hoang Lien Son Regional State Reserve Department. The winning bidder for these two packages is Hoang Lien Son Company Limited. The winning bid price for each package is VND 13,250,000,000. The winning bid price is VND 13,250,000/ton.

Package No. 03, providing 1,000 tons of rice for national reserve in 2023 at Yen Bai State Reserve Sub-Department under Hoang Lien Son Regional State Reserve Department. The winning bidder is Yen Bai Food Joint Stock Company. The winning bid price is VND 13,120,000,000 (unit price is VND 13,120,000/ton).

Package No. 4 and Package No. 5, each package provides 1,000 tons of rice to be imported into the national reserve warehouse in 2023 at the Tuyen Quang State Reserve Sub-Department under the Hoang Lien Son Regional State Reserve Department. The winning bidder is Hoang Lien Son Food Company Limited. In which, Package No. 4, the winning bidder has a price of VND 13,300,000,000 (unit price of VND 13,300,000/ton); Package No. 5, the winning bidder has a price of VND 13,400,000,000 (unit price of VND 13,400,000/ton).

Package No. 6: Supply of 1,500 tons of rice for national reserve in 2023 at the State Reserve Department of Tuyen Quang. The winning bidder is Yen Bai Food Joint Stock Company with a price of VND 20,100,000,000 (unit price VND 13,400,000/ton)

Packages No. 7 and No. 8, each package provides 1,000 tons of rice for import into the national reserve warehouse in 2023 at the Ha Giang reserve warehouse - Tuyen Quang State Reserve Sub-Department under the Hoang Lien Son Regional State Reserve Department. The winning unit of these two packages is Thuy Long Ha Nam Company Limited. Package 7, the winning unit has a price of 13,470,000,000 (unit price is 13,470,000 VND/ton). Package 8, the winning unit has a price of 13,465,000,000 VND (unit price is 13,465,000 VND/ton).

Previously, Lao Dong Newspaper reported that in 2023, the General Department of State Reserves was assigned a plan to import 220,000 tons of rice into the reserve, but by the end of the year, only 62% of the plan had been completed; more than 83,197 tons of rice remained unpurchased.

According to Lao Dong's investigation, the amount of rice that has not been imported into the Reserve Department's warehouses is mainly due to contractors giving up and not participating in purchasing national reserve rice even though they had previously won the bid. This has seriously affected the national rice reserve.
