After more than 3 years of construction, the Binh Minh 4 dike project in Kim Son district has been basically completed and put into use. Viewed from above, the Binh Minh 4 dike appears as a "giant" wall on the sea to block waves and storms up to level 12, continuing the achievements of land reclamation by our ancestors and generations of Ninh Binh people.
The Bình Minh 4 coastal dike construction project in Kim Sơn district, spanning over 6.3 km with a total investment of 480 billion VND, runs from the mouth of the Đáy River to the road leading to the Cồn Nổi Border Guard Control Station. The Ninh Bình Provincial Department of Agriculture and Rural Development is the investor.
This is an important project for the province, serving multiple purposes. It not only helps reclaim hundreds of hectares of land towards the sea to expand space and facilitate population relocation and socio-economic development in the locality, but upon completion and commissioning, it will also protect the alluvial plain outside the Binh Minh 3 dike and be planned as a concentrated aquaculture area.

The Binh Minh 4 dike is designed with a seaward wave barrier wall, crest elevation of +5.50 m, corresponding to protection against level 12 storms, and constructed of reinforced concrete. The dike surface, which also serves as a road, is reinforced with layers of compacted soil, crushed stone aggregate, sand cushion, and concrete. To date, the construction unit has basically completed the C3+ culvert, the management building, the seaward slope revetment, and the dike body embankment reaching an elevation of +5.6m according to the design plan.

Comrade Nguyen Thanh Binh, Deputy Director of the Department of Agriculture and Rural Development, representing the investor, said: "To date, the project has been basically completed. Contractors are actively deploying machinery and mobilizing more workers to the construction site to accelerate progress, striving to complete and put it into use in 2023."

With the upcoming commissioning of the Binh Minh 4 dike system, Ninh Binh now has a robust coastal dike system that protects people and property during the rainy and stormy season. These concrete dikes, stretching for tens of kilometers along the Kim Son coastal area, also serve as vital transportation routes for coastal communes, contributing significantly to political stability and social order, protecting maritime and island sovereignty, safeguarding the safety of people and essential infrastructure behind the dikes, and supporting flood control, storm prevention, and dike rescue efforts in case of emergencies.
