More delayed tourism projects have their land revoked.

The Rocko Bay Resort tourism project, owned by Minh Thanh Tourism Development Co., Ltd., had its land revoked due to violations of land laws.

The People's Committee of Ninh Thuan province has issued a notice regarding the land reclamation for the Rocko Bay Resort tourism project of Minh Thanh Tourism Development Co., Ltd. (hereinafter referred to as Minh Thanh Company).

Accordingly, the Ninh Thuan Provincial People's Committee revoked an area of ​​59,060 m2 of land (land for construction and transportation - PV) in Vinh Hai commune, Ninh Hai district, which had been leased to Minh Thanh Company to implement the Bai Thung Eco-tourism Area Project (now the Rocko Bay Resort Project) according to Decision No. 286/QD-UBND dated July 2, 2015.

The reason for the land reclamation is due to violations of land laws, falling under the cases subject to land reclamation as stipulated in Clause 8, Article 81 of the 2024 Land Law and according to the content of Inspection Conclusion No. 1752/KL-UBND, dated April 22, 2024, of the Chairman of the People's Committee of Ninh Thuan province.

Minh Thanh Company is not entitled to compensation for assets attached to the land and remaining investment costs in the land as stipulated.

The Bai Thung Eco-tourism Area project, invested by Minh Thanh Company, covers an area of ​​19.5 hectares with a total investment of 170 billion VND. The project received investment approval on October 14, 2009, with a planned implementation period of two years from the date of investment certificate issuance. Subsequently, on August 23, 2019, the Ninh Thuan Provincial People's Committee granted an extension of the implementation deadline.

According to the 1/500 detailed planning approved in 2008, the Bai Thung Ecotourism Area Project is bordered on three sides by the Nui Chua National Park, while the eastern side borders Bai Thung (East Sea). Within the 195,727 m2 area, the land for construction is 21,450 m2, the land for transportation is 37,610 m2, and the land for green spaces is 136,667 m2.

The project comprises four functional areas: a central area (0.9 ha); a bungalow-fishing village area (0.4 ha); a bungalow-garden house area (0.4 ha); and a service area (0.3 ha).

In 2021, Minh Thanh Company submitted a request to change the project name to Rocko Bay Resort Tourism Area Project; simultaneously, they requested an increase in investment and an extension of the project timeline.

It is known that, as of July 2024, the project has completed several items such as: in the South area, the foundations of 16 houses have been completed, including concrete beams and slabs for the ground floor of 5 houses and concrete slabs for the attic of 2 houses; in the North area, the foundations of 11 houses have been completed, including concrete beams and slabs for the ground floor of 2 houses and concrete roofs for the gazebos of 7 houses; the foundations of the central area have been completed; and the internal roads have been completed.

Despite numerous extensions and investment adjustments, more than 15 years after its approval, the Rocko Bay Resort project remains stalled. Therefore, the Ninh Thuan Provincial Inspectorate launched an investigation into compliance with laws regarding investment management, construction, land use, and environmental protection; subsequently, they advised the Chairman of the Provincial People's Committee to issue an inspection report.

According to our findings, the investor faced difficulties in raising capital and was therefore unable to continue with the project.

Minh Thanh Company is registered at a two-story house, Bai Kinh, Binh Hung - Vinh Hy coastal road, Vinh Hai commune, Ninh Hai district, Ninh Thuan province, with Ms. Ta Thu Thuy (Director) as its legal representative. Notably, on its website, Crystal Tourism Group Joint Stock Company also introduces the Rocko Bay Resort Project as one of the group's four prominent projects in Ninh Thuan province.

Previously, on December 11, 2024, for similar reasons, the People's Committee of Ninh Thuan province also announced the land reclamation for the Nui Chua High-Class Ecological Resort Project, invested by Thanh Trung - Ninh Thuan Joint Stock Company. This company is also represented by Ms. Ta Thu Thuy as its legal representative.
