521 more townhouses and villas at Aqua City are eligible to sign sales contracts
Dong Nai Province Department of Construction issued Document No. 6017/SXD-QLN-TTBDS announcing the confirmation of 521 low-rise houses in Zone II, Aqua Waterfront City Urban Area project in Aqua City urban area.
According to the announcement of the Department of Construction of Dong Nai province, up to now, the project area has basically completed the conditions and procedures for opening for sale. All 521 locations of these houses are in accordance with the detailed planning 1/500 of the project approved by the Provincial People's Committee; in accordance with the general planning of Bien Hoa city adjusted locally in 2024 (Decision No. 3479/QD-UBND dated November 19, 2024).
Previously, the Department of Construction of Dong Nai province also approved 752 other low-rise houses in Zone I and Zone V of the Aqua City project to be eligible for sale of future housing, bringing the total number of real estate properties with signed sales contracts to 1,273 units.

Aqua City project has a total scale of 1,000 hectares, located in Long Hung commune, Bien Hoa city, Dong Nai province. This is one of the urban areas that Novaland has devoted much effort to investing and developing. The project is planned synchronously with more than 70% of the area dedicated to green space, traffic infrastructure and a chain of high-class internal utilities.
In November 2024, the People's Committee of Dong Nai province approved local adjustments to the 1/10,000 Master Plan of Bien Hoa City, marking a decisive step in resolving legal issues for the Aqua City project, which has been stuck for more than 2 years.
This is an important legal step to remove obstacles for many projects of many enterprises, ensuring planning synchronization, paving the way for the completion of the adjustment of the C4 subdivision planning and the 1/500 detailed planning of the Aqua City project expected in early 2025.
Currently, the competent authority has created conditions for the Aqua City project to continue to invest in construction and business for construction items in accordance with the planning.
Novaland representative also said that this new planning will be a solid legal foundation to help the Aqua City mega project speed up progress, complete, and become a strategic satellite urban area in the East of Ho Chi Minh City.
Along with positive legal developments, banks have disbursed credit packages of up to VND3,250 billion to develop subdivisions in Aqua City. At the same time, a number of financial institutions have committed to providing additional loan packages with a total value of over VND10,000 billion for Novaland to continue to develop infrastructure, build and hand over houses to customers in 2025-2026.
Currently, Aqua City is simultaneously implementing the completion of infrastructure, utilities and housing projects in many subdivisions such as River Park 2, Sun Harbor 2, Ever Green... At the same time, a series of entertainment, culinary and sports facilities are also continuously put into operation.
Up to now, more than 750 Aqua City villas and townhouses have been handed over to customers.
