Reporting at the conference summarizing the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils, Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia said: After 7 years of implementing the Law, the supervisory activities of the National Assembly and People's Councils at all levels have had many innovations in content and form; the quality and effectiveness of supervisory activities have been increasingly improved.

The National Assembly deputies contributed many opinions on the draft of the Party's guidelines and policies, the State's laws and policies, etc., contributing to perfecting the legal basis and enhancing the effectiveness and efficiency of state management. The National Assembly delegation proposed many important contents and issues of interest to voters and public opinion, helping the National Assembly and the National Assembly Standing Committee have a basis for considering and selecting "correct" and "accurate" questions.

From 2016 to present, the Provincial National Assembly Delegation has organized supervision of 13 topics of the National Assembly and the National Assembly Standing Committee in Ha Tinh; organized supervision and survey of 6 topics. Supervision activities on the settlement of complaints, denunciations and petitions of the people have been carried out seriously and in accordance with regulations. The work of taking votes of confidence of the National Assembly for those holding positions elected by the National Assembly has been conducted democratically, publicly and transparently.

The 2016-2021 term passed 8 resolutions on the supervision program of the Provincial People's Council, 104 resolutions on the supervision program of the District People's Council and more than 1,700 resolutions on the supervision program of the Commune People's Council. The People's Councils at all levels organized 66 thematic supervision sessions; organized 6 supervision sessions of the Provincial People's Council Standing Committee, 239 supervision sessions of the District People's Council Standing Committee and 381 supervision sessions of the Commune People's Council Standing Committee; organized 19 supervision sessions of the Provincial People's Council committees, 368 supervision sessions of the District People's Council committees, and more than 800 supervision sessions of the Commune People's Council committees.

The Standing Committee of the People's Council and the People's Council Committees have organized regular and specialized monitoring and survey activities on the implementation of legal regulations on complaints and denunciations. The Standing Committee of the People's Councils at all levels has regularly organized specialized monitoring of the results of handling voters' opinions and recommendations and reported to the People's Councils at the same level.

Suggest solutions to improve the effectiveness of monitoring activities

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Council Tran Tu Anh affirmed that the monitoring activities have made an important contribution to the implementation of socio-economic development tasks; highly appreciated by voters and people; however, there are still limitations and shortcomings. Therefore, he asked the delegates to share experiences, focus on proposing and recommending solutions to improve the quality of monitoring activities.

Participating in the discussion, delegates provided experiences and solutions such as: It is necessary to identify and select the content of supervision; the selection of the supervision agency and unit must be representative and comprehensive for the issue that needs to be supervised; developing a supervision outline; reporting the results of supervision must receive feedback from the supervised subjects and members of the Supervision Delegation; monitoring and urging the implementation of recommendations of the Standing Committee and the People's Council Committees must be given attention and carried out regularly...

The delegates also proposed that there should be specific regulations and appropriate sanctions for People's Council delegates who do not participate or do not fully participate in the activities of delegates; amend the Law on Supervisory Activities of the National Assembly and People's Councils in the direction of increasing the authority of the Supervisory Delegation; the Standing Committee of the Provincial People's Council should regularly organize conferences to study and share experiences with the People's Councils at the district level...
