* The national PAR Index in 2024 has the highest average value ever
SIPAS and PAR Index are two important tools to evaluate the results and impacts of administrative reform in a comprehensive, objective and multi-dimensional manner; helping localities analyze, compare and clearly identify positive aspects and point out shortcomings and limitations in each content and task of administrative reform in order to have measures to overcome, improve the effectiveness of administrative reform and improve the quality of service to the people.
Regarding the PAR Index, Minister of Home Affairs Pham Thi Thanh Tra said that in 2024, this index of provinces and cities will continue to maintain positive growth, with the highest average value ever, reaching 88.37%, 1.39% higher than in 2023. This is also the second consecutive time that 63/63 localities have achieved PAR Index results above 80%.
According to statistics, 53/63 localities have an increased PAR Index compared to 2023. Of which, the PAR Index results in 2024 of provinces and cities are divided into 2 groups by the Ministry of Home Affairs. Group A, achieving an Index result of 90% or more, includes 13 provinces and cities. Group B, achieving an Index result of 80% to less than 90%, includes 50 provinces and cities.
In 2024, 6/8 component indexes increased in points compared to 2023. Of which, the highest increase was in the component index "Impact of administrative reform on people and local socio-economic development" (+3.79%). 2/8 component indexes decreased in points, including: "Public finance reform" (-0.02%) and "Institutional reform" (-1.60%).
In the announced results, Dong Nai was classified into group A, ranked 8th out of 63 provinces and cities nationwide with a result of 90.69%, up 24 places compared to 2023. In 2023, Dong Nai reached 87.04%, ranked 32nd out of 63 provinces and cities. This shows that administrative reform in the past year received close and drastic direction from the leaders of the Provincial Party Committee and Provincial People's Committee.
The construction and development of e-government and digital government in the province continues to be promoted; applications and databases have developed strongly, data is regularly updated, connected and shared, increasingly effectively serving the leadership and direction of leaders of People's Committees at all levels in the locality.
According to the Minister of Home Affairs, 2024 is the 13th year of implementing the assessment and determination of the PAR Index of the provinces. The Ministry of Home Affairs has approved a new set of assessment criteria to amend, supplement and update the assessment criteria and methods to suit the reality and contribute to promoting ministries, branches and localities to successfully implement the objectives and tasks of administrative reform assigned by the Government in Resolution 76/NQ-CP promulgating the State Administrative Reform Master Program for the period 2021-2030.
The provincial PAR Index includes 8 assessment areas, 38 criteria, and 88 component criteria; the total assessment score is 100 points, of which 68 points assess the results of administrative reform and the implementation of socio-economic development targets, and 32 points assess the impact of administrative reform through sociological surveys.
In 2024, localities have made many efforts to direct and organize the implementation of administrative reform comprehensively and effectively. The results of the assessment of many criteria show a clear change compared to 2023; the methods of directing and operating administrative reform have many positive innovations and innovations. The activities of directing and operating administrative reform have increasingly had positive changes in both thinking, action and effectiveness achieved in practice.
* Efforts to improve the service quality of state administrative agencies
In 2024, to deploy the determination of the People's Satisfaction Index for State Administrative Services (SIPAS), the Ministry of Home Affairs conducted a survey of the opinions of more than 36,500 people in 195 district-level administrative units, 385 commune-level administrative units and 1,170 villages, hamlets, residential groups and neighborhoods.
According to the report released this morning, the SIPAS Index results for 2024 nationwide reached an average of 83.94%, an increase of 1.28% compared to 2023. This is a positive signal showing that efforts to improve the quality of service of state administrative agencies are gradually being recognized by people and organizations.
In 2024, 9 groups of public policies were selected for people to evaluate. Of which, the group of social order and safety policies received the most attention from people, while economic development policies received the least attention. Compared to 2023, public service policies tended to receive the most attention from people, and economic development policies received the least attention.
The 5 provinces and cities with the highest SIPAS 2024 results are Hai Phong, Thai Nguyen, Hai Duong, Quang Ninh, Ba Ria - Vung Tau; the 5 lowest provinces are Bac Kan, Lang Son, Quang Nam, An Giang and Quang Ngai.
According to the announced results, in 2024, Dong Nai's SIPAS Index reached 82.41%, ranking 45th out of 63 provinces and centrally-run cities; an increase of 1.97% but a decrease of 1 rank compared to 2023. In 2023, Dong Nai province reached 80.44%, ranking 44th out of 63.
This shows that people and society are gradually paying more attention, supporting, monitoring, and responding more positively to state agencies to build a service-oriented administration, taking people as the center, and improving people's satisfaction.
People's satisfaction level (SEL) with policy development and implementation in general in 2024 reached 83.84%, an increase of 1.35% compared to 2023 (results between provinces and cities ranged from 78.16-90.59%). In particular, people are satisfied with 4 assessed contents of policy development and implementation, including: SEL with government accountability for policy reached 83.4%; SEL with people's participation opportunities in the policy development and implementation process reached 83.21%; SEL with the quality of policy implementation by the government reached 83.81%; SEL with policy outcomes and impacts reached 84.07%.
The announcement of the SIPAS and PAR Indexes is an opportunity for localities to study and analyze data, clearly identify shortcomings, limitations and causes. From there, issue and implement solutions and remedial measures for each specific content and task, contributing to promoting administrative reform, improving the effectiveness and efficiency of state management of sectors and fields under their management and improving the quality of service to people and businesses in 2025 and the following years.
