On the occasion of attending the 8th GMS, 10th ACMECS and 11th CLMV Summits in Kunming (China), Prime Minister Pham Minh Chinh had bilateral meetings with Lao Prime Minister Sonexay Siphandone and Cambodian Prime Minister Samdech Hun Manet on November 6.
Creating a breakthrough in Vietnam-Laos economic and trade cooperation
At the meeting between Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone, the two Prime Ministers reviewed the positive results in bilateral cooperation, especially after the State visit of President To Lam in July 2024 and the meeting of the two Politburoes in September 2024. The two sides emphasized the importance of implementing high-level agreements and carefully preparing for the upcoming 47th Session of the Intergovernmental Committee.

According to the Government newspaper, the two sides agreed to deepen the pillar of defense and security cooperation, ensuring a solid foundation for each other; continue to maintain security, and build a peaceful, friendly, stable, and sustainably developing Vietnam-Laos border.
In the economic field, Prime Minister Sonexay Siphandone affirmed that Laos always attaches importance to and prioritizes Vietnamese enterprises investing and doing business in Laos, especially in strategic areas such as infrastructure, energy, high technology, transport connectivity, etc. He hopes to promote the connection between the two economies of Laos and Vietnam, and cooperate to improve the legal system to facilitate trade and investment activities.
Prime Minister Pham Minh Chinh emphasized the importance of resolving difficulties in current key projects, affirming Vietnam's interest and commitment to support.
Regarding human resources, Vietnam will continue to support Laos in training and improving the capacity of officials, especially strategic-level officials, to meet Laos' development needs in the new period.
In addition, the two sides also agreed to promote cultural cooperation and widely promote the friendship and fine traditions between the two countries, especially among the youth. The two Prime Ministers also agreed to continue to closely coordinate, share information and support each other on regional and international issues of mutual concern.
Vietnam - Cambodia agree to strengthen defense and security cooperation
At the meeting with Cambodian Prime Minister Samdech Hun Manet, Prime Minister Pham Minh Chinh emphasized that the tradition of solidarity, attachment and mutual assistance between Vietnam and Cambodia is a valuable asset, one of the important factors for the past struggle for national liberation and the current development of each country.
The two Prime Ministers were pleased with the development of the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries in recent times, and welcomed the two countries' regular maintenance of high-level visits and contacts at all levels.

The two sides agreed to strengthen defense and security cooperation, closely coordinate in the fight against hostile forces' plots to sabotage and divide the relationship between the two countries. They encouraged and facilitated investment and business activities of enterprises of the two countries, and strived to achieve the target of bilateral trade turnover reaching 20 billion USD soon in the coming time. The two countries also pledged to promote transport connectivity, especially in border areas, to facilitate border trade as well as people-to-people exchanges between border provinces.
Prime Minister Pham Minh Chinh suggested that both sides promote the settlement of areas where border demarcation and marker planting have not been completed.
The two sides agreed to increase exchanges and meetings between young leaders and young generations of the two countries to enhance understanding, create more ties and trust, as well as attach special importance to and enhance educational cooperation, and strengthen propaganda, especially for the young generation, about the traditional values of solidarity and mutual assistance between the two countries.
The two Prime Ministers emphasized the significance and historical value of the Vietnam-Cambodia-Laos relationship; affirmed to continue maintaining cooperation mechanisms between the three countries in all channels, for the benefit of the people of the three countries, for peace, stability and development in the region and the world.
