On the afternoon of July 10, continuing the 21st Session, the People's Council of Nghe An province, term XVIII, term 2021 - 2026, held a discussion session in the hall.

At the beginning of the meeting, the meeting secretary reported on the summary of the discussion and comments in the group discussion this morning. Accordingly, from the 4 groups on the morning of July 10, there were 44 comments from the Provincial People's Council delegates and representatives of relevant agencies and units on the implementation of the socio-economic development plan in the first 6 months of the year, tasks for the last 6 months of 2024; Reports of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, relevant sectors and draft Resolutions submitted to the meeting.

At the meeting hall, delegates continued to pay attention to the slow recovery rate of socio-economic development; the average annual growth rate of gross regional domestic product (GRDP) and the average GRDP per capita are expected to not reach the set target for the 2021-2025 period.

Explaining and clarifying this issue, Director of the Department of Planning and Investment Pham Hong Quang said: the industrial - construction sector in the first 6 months of the year recovered strongly, achieving the highest growth rate, especially the industrial sector increased by 11.32%, but did not reach the scenario of 13.8-14%. The reason is that some key industrial products decreased. In the agricultural and fishery sector, the growth rate reached 4.13%, although not reaching the scenario, it was close to the set target, maintaining a stable growth rate. However, this sector accounts for a low proportion in the economic structure, making it difficult to create a breakthrough to achieve the growth target. The service sector grew by only 5.85%, while the target was 9.5-10%. This is the sector that has the greatest impact on the province's overall growth scenario. The Director of the Department of Planning and Investment added: to achieve the growth target according to the 2024 scenario of 8.5-9.5%, the growth rate in the third and fourth quarters must be around 10%. This is a very high target with many challenges, but the Provincial People's Committee's viewpoint is not to adjust the target.

Another issue that delegates were interested in during the discussion session in groups and in the hall this afternoon was the administrative reform work of the province. Delegate Nguyen Duc Hong of Yen Thanh district delegation said that the administrative reform indexes of the province still fluctuated and lacked stability over the years.

Mr. Tran Ngoc Son, the delegation of Tan Ky district, further demonstrated: the draft Resolution on implementing tasks for the last 6 months of the year has 5/6 limitations and difficulties identified as being due to subjectivity. Many of them are related to administrative reform work, in which some indicators have decreased. Administrative procedures in some areas are still overlapping, the rate of online public service records is still low. Therefore, the delegate also requested the Provincial People's Committee to clarify the reasons for the decline in some indicators, have fundamental solutions to promote administrative reform, improve the satisfaction level of people and businesses; and improve the PCI index of the province.

Analyzing and clarifying the causes of the contents mentioned by the delegates, Director of the Department of Home Affairs Nguyen Viet Hung said solutions for administrative reform in the coming time. Accordingly, as the Standing agency of the Provincial Steering Committee for Administrative Reform, the Department of Home Affairs advised the Provincial People's Committee to issue Official Dispatch No. 4379, dated May 28, 2024 on overcoming shortcomings and limitations; implementing tasks and solutions to improve the indicators: PAR INDEX, SIPAS, PAPI, PCI in 2024 of the province.

Along with that, the Department of Home Affairs is continuing to advise the Provincial People's Committee on a number of fundamental solutions to overcome the shortcomings in administrative reform work. In particular, promoting the role and responsibility of sectors, levels and leaders in improving administrative reform indicators; mobilizing collective intelligence and determination of the entire political system. At the same time, continuing to enhance the spirit and responsibility of cadres, party members, civil servants and public employees; encouraging cadres, civil servants and public employees to complete their tasks well, associated with strictly handling those who do not complete their tasks, violate discipline, violate public ethics; continuing to do a good job in cadre work, transferring cadres with bad public opinion, building a professional, honest, modern administration serving the people.

Regarding the high tax arrears; slow policies to support rural agriculture; mountainous districts requesting to enjoy revenue from hydropower, mineral exploitation, and carbon credit sales; the handling of surplus public assets after the merger of administrative units in the period of 2019-2021, Mr. Trinh Thanh Hai - Director of Nghe An Department of Finance also reported and clarified. Specifically, the reason for the high increase in tax arrears in the past 2 years is due to the way of accounting and synthesizing tax arrears, which are added to real estate debts, which were previously synthesized separately.

Of the nearly VND3,300 billion in tax debt, more than VND1,000 billion is land use fee debt; more than VND1,100 billion is late payment fee and more than VND650 billion is environmental protection tax debt for gasoline. To resolve this situation, it is necessary to continue implementing solutions to collect tax arrears.

The delegates also suggested that the Provincial People's Committee and relevant departments need to have solutions and policies to remove difficulties for collective economic development, especially when cooperatives are currently having difficulty accessing loans; Organize regional planning to arrange waste treatment plants, clean water plants and have priority and incentive policies for this type of investment; Support prices for agricultural land when implementing site clearance for many years have not changed.

In addition, some issues that delegates were interested in discussing in groups and in the hall this afternoon such as upgrading and managing Vinh market and Quan Lau market in Vinh city; Current situation and solutions to meet and improve human resources in the health sector; Solutions to attract highly skilled workers to meet the needs of businesses in the area were also reported and clarified by the Directors of the Departments of Industry and Trade, Health, Labor - Invalids and Social Affairs.

Speaking at the end of the discussion session at the hall, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh assessed that among the opinions expressed by the delegates of the Provincial People's Council, there were many responsible, frank, profound, comprehensive, practical, constructive opinions for the common development of the province. The opinions, in addition to acknowledging the achieved results, pointed out existing problems and limitations, especially current and practical issues that are being raised, which are of great concern to voters and people. At the same time, they suggested and proposed many solutions to help the Provincial People's Committee and departments, branches and sectors consider and overcome in the coming time. The opinions, recommendations and concerns of the delegates raised at the discussion session at the hall and the summary of opinions at the group discussion were directly answered and resolved by the members of the Provincial People's Committee.

On behalf of the Provincial People's Committee, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh seriously received the opinions and discussions of the delegates. At the same time, he emphasized the solutions for socio-economic development in the last 6 months of the year:

In particular, the focus is to continue directing all levels and sectors to make efforts to effectively implement the tasks and solutions set out at the beginning of the year, especially reviewing and continuing to direct the implementation of Resolution No. 61 of the Provincial People's Council on the socio-economic development plan for 2024; closely following the direction and administration of the Government, the Prime Minister, the Provincial Party Committee and the Provincial People's Council, making efforts and striving to achieve the highest results for the goals and targets of the 2024 plan.

Proactively develop a plan to implement the National Assembly's Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province. Focus on completing procedures and documents to submit to the Prime Minister for approval of the Plan to implement the Provincial Planning for the period 2021-2030, with a vision to 2050 for implementation.

Actively coordinate with central agencies to submit to competent authorities for approval the following projects: Project to expand Vinh city's administrative boundaries; Project to rearrange commune-level administrative units for the 2023-2025 period; Project to adjust and expand the Southeast Economic Zone.

Continue to focus on removing difficulties and obstacles, doing a good job of site clearance to promptly hand over to construction units, ensuring the progress of key projects in the area. Resolutely implement solutions to accelerate the disbursement of public investment capital and 03 National Target Programs.

Strongly improve the business investment environment, administrative reform, digital transformation; proactively remove difficulties and obstacles for businesses and investors. Strengthen discipline, administrative discipline, improve work quality and efficiency. Regularly grasp information (through public opinion, feedback from people, businesses, officials) and recommendations from the grassroots to proactively have timely and effective solutions and measures. Pay attention to resolving voters' opinions and recommendations; conclusions of inspections, checks, audits, supervisions...

The majority of delegates agreed with the reports and draft resolutions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee submitted to the meeting. In particular, they highly agreed with the results of task implementation and socio-economic development results in the first 6 months of 2024. In addition, delegates also agreed with the assessment of some shortcomings, limitations and difficulties in implementing socio-economic development tasks in the first 6 months of 2024 and 5 key groups of tasks to implement and complete the socio-economic development goals and tasks in the last 6 months of 2024.

Regarding the activities of the Provincial People's Council and the Provincial People's Committee, the delegates unanimously appreciated the results and innovations in the content and methods of operation of the Provincial People's Council Standing Committee and the Provincial People's Council Committees. They acknowledged and highly appreciated the drastic, focused, specific and timely direction of the Provincial People's Committee. The delegates also requested the Provincial People's Council to continue to innovate the content and methods of operation, pay attention to supervising the direction and administration in practice at the grassroots level, decentralize more authority, pay attention to supervising the implementation of issued Resolutions; urge all levels and sectors to increase experience exchange activities between the People's Councils at all levels and the People's Committees at all levels. They requested the Provincial People's Committee to continue to promote administrative reform and digital transformation in the operations of state agencies, in thoroughly resolving the legitimate recommendations of voters.

Regarding the draft resolutions and reports submitted to the session, the delegates agreed with 26 draft resolutions of the Standing Committee of the Provincial People's Council and the Provincial People's Committee submitted to the session. Regarding the draft resolution regulating the level of expenditure to ensure the dissemination and education of law, standards of legal access and mediation at the grassroots level in Nghe An province, the delegates suggested considering and basing on the maximum level regulations of the Ministry of Finance to stipulate equal support levels at the provincial, district and communal levels.

After this meeting, the Standing Vice Chairman of the Provincial People's Council requested the agency in charge of drafting the draft resolution and the examining agency to unify and study the opinions of the delegates to edit and complete the draft resolutions, with the completion time tomorrow morning to serve the voting and approval at the meeting tomorrow morning (July 11).

Tomorrow morning (July 11), the meeting will conduct a question and answer session with the leaders of the two Departments of Home Affairs and Industry and Trade. Nghe An Radio and Television Station will continue to broadcast live on two radio and television channels, the website truyenhinhnghean.vn, on the NTVgo App and on digital infrastructure.
