Today, October 26, the National Assembly spent the whole day discussing the socio-economic situation in the first 9 months of 2024 and the draft Electricity Law (amended). Delegate Hoang Duc Thang, Deputy Head of the Provincial Delegation of National Assembly Deputies; Delegate Ha Sy Dong, Member of the National Assembly's Finance and Budget Committee, Permanent Vice Chairman of the Quang Tri Provincial People's Committee participated in the discussion.

Speaking at the discussion session, delegate Ha Sy Dong raised a number of important opinions on economic growth and institutional reform issues.

The delegate stated: Although the economy in the first 9 months of 2024 has improved with GDP increasing by 6.82%, it lacks sustainability and necessary breakthroughs. The industry and construction sectors grew by 8.19%, contributing 46.22% to the total added value; the service sector grew by 6.95%, contributing 48.41%; and agriculture, forestry and fishery grew by 3.2%, accounting for 5.37%. However, with fluctuations in the global supply chain, the economy needs to focus on improving quality and stability, especially in industrial production.

Regarding investment, delegates pointed out that foreign direct investment (FDI) continued to be a bright spot with total registered capital reaching nearly 25 billion USD, up 11.6%, and realized FDI reaching 17.3 billion USD, up 8.9%. However, public investment disbursement is still slow, reaching only 43% of the annual plan. To complete the plan, the budget needs to disburse an additional VND460 trillion, requiring determination in handling procedures and allocating capital, creating momentum for infrastructure projects and promoting economic efficiency.

Delegate Ha Sy Dong also emphasized that the real estate market continues to face difficulties, especially in the affordable housing segment. Housing prices in central areas of Hanoi have increased dramatically due to limited supply, making it difficult for many people with real needs to access housing. He recommended that the National Assembly prioritize policies to support the housing market and resolve legal issues to promote supply development.

Regarding institutions, delegates highly agreed with the General Secretary's assessment that institutions are currently the biggest "bottleneck" in economic development. The Government has made efforts to propose amendments to many important laws on investment, finance, and budget to remove difficulties for businesses. However, implementation still needs to be accelerated and more timely. Many issues such as the Land Law have not yet reached the expected progress, affecting real estate development and investment demand in the commercial housing market.

The Standing Vice Chairman of the Provincial People's Committee also proposed that the Prime Minister soon approve the supplement to the Power Plan VIII for the remaining 17 provinces and cities so that localities can implement power projects, meet energy demand and ensure energy security. At the same time, the completion of the policy and legal framework on renewable energy development needs to be accelerated to facilitate projects in this field.

Concluding his speech, delegate Ha Sy Dong said that the National Assembly and the Government need to urgently put their commitments into practice to build trust among voters and stabilize the economy. Only when policies are implemented synchronously and effectively can the economy develop sustainably, meet people's expectations and create a solid foundation for higher development goals in the future.

At the discussion session on the draft Electricity Law (amended), delegate Hoang Duc Thang, Deputy Head of the Provincial National Assembly Delegation, commented: The Electricity Law 2024 has been amended and supplemented four times.

However, previous amendments and supplements were not really fundamental, revealing many shortcomings, especially the need to fully institutionalize the Party's policies and guidelines in Resolution No. 55 of the Politburo on Vietnam's national energy development strategy to 2030 with a vision to 2045.

Delegate Hoang Duc Thang suggested that special attention should be paid to pumped storage hydropower, a form of energy storage to ensure the balance of the power system, during times when there is a lot of electricity but low demand.

Regarding the state's policy on electricity development, delegates proposed to supplement it to ensure the harmony of interests of sectors and enterprises in electricity development because electricity development needs policies to ensure the balance of interests between stages.

Regarding regulations on power surveys and orientations for developing offshore wind power surveys, it is proposed to add participants other than state-owned enterprises holding 100% of charter capital, creating opportunities for member enterprises of these enterprises to participate.

Regarding electricity payment in the electricity purchase contract for electricity customers, it is proposed to add the phrase "according to the provisions of law". Because, in reality, when handling disputes, there needs to be an organization to mediate disputes over electricity payment.

In case the dispute is not resolved by conciliation, it must be resolved through the Court; Supplementing the rights and obligations of electricity customers. At the same time, it is recommended to study and consider further clarifying the electricity price "electricity pricing method (formula)" to sell electricity directly to users.

This has been a pressing issue for electricity buyers for many years, with electricity prices always increasing without transparency in the way they are calculated and the electricity industry still has a monopoly.
