Promote disbursement to ensure timely completion
Discussing in groups, delegates assessed that the progress of the land acquisition, compensation, support and resettlement project for Long Thanh International Airport is still slow and has not been completed before 2021 as set out in the National Assembly Resolution.
Accordingly, delegates agreed to adjust the project implementation time and allow for an extension of the capital disbursement time.
Full-time member of the Economic Committee, National Assembly Delegate of Ha Tinh province Bui Thi Quynh Tho participated in the discussion.
Delegates requested the Government to assess the causes and draw lessons from the project's progress; assess in detail the completion rate of component projects; strengthen inspection, supervision, and urge project disbursement to ensure progress.
At the same time, clarify the feasibility of allowing the disbursement period to be extended until the end of 2024, reconcile in accordance with the provisions of the Law on Public Investment and the Law on State Budget; evaluate the advance payment of local budgets to pay project-related expenses from 2021 to 2023 in the context that the project fiscal year has ended.

Regarding the need to pilot a number of specific mechanisms and policies for investment in the construction of road traffic works, delegates affirmed that the Resolution aims to diversify and mobilize maximum legal resources, remove investment bottlenecks, create breakthroughs in infrastructure development, promote disbursement, and complete the road traffic network.
However, delegates said that it is necessary to carefully and specifically assess the impact of policies; clarify the impact of state budget revenue and expenditure and implementation resources; clearly determine the proportion and portion of state capital for land acquisition, compensation, support, and resettlement for projects; report and clarify the source of project investment capital between the central budget and local budgets.
Create initiative, openness and flexibility in infrastructure investment implementation
Discussing in groups, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation Hoang Trung Dung and delegates in the Ha Tinh National Assembly Delegation proposed to propose appropriate solutions to ensure feasibility and effectiveness in implementing the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport.

Regarding the piloting of a number of specific mechanisms and policies for investment in the construction of road traffic works, the Head of the National Assembly Delegation of Ha Tinh province said that it is necessary to clarify the causes of difficulties and shortcomings, propose synchronous and effective solutions; create initiative and flexibility in implementation; clearly define the responsibilities and authorities of each level and each sector, ensuring feasibility and avoiding loss and waste.
