Removing obstacles to expedite the implementation of two expressway projects in Lam Dong.

On September 4th, in Duc Trong district, Lam Dong province, Deputy Prime Minister Tran Hong Ha and a government delegation conducted a survey to gather information on the difficulties and obstacles at two expressway projects in the locality. Deputy Minister of Transport Le Anh Tuan also joined the delegation.

The working group conducted an on-site inspection at the Tan Hoi intersection (Duc Trong district), on the Bao Loc - Lien Khuong expressway.

Reporting to the Deputy Prime Minister and the delegation, Mr. Pham S, Vice Chairman of the Lam Dong Provincial People's Committee, stated that the Tan Phu - Bao Loc and Bao Loc - Lien Khuong expressway projects overlap with the mineral resource planning for the period 2021-2030, with a vision to 2050, covering an area of ​​over 224 hectares. The resettlement areas for the two projects also conflict with the mineral resource planning.

Both projects are also facing funding difficulties. The Provincial People's Committee has reported and proposed that the Government consider supplementing the budget with 3,332 billion VND (of which the Tan Phu - Bao Loc project is 2,410 billion VND and the Bao Loc - Lien Khuong project is 922 billion VND).

After surveying the route and project site, and listening to reports, Deputy Prime Minister Tran Hong Ha acknowledged the opinions and recommendations of local leaders and investors regarding the implementation process and existing obstacles.

The Deputy Prime Minister stated that, following the survey, the government delegation will meet with the Lam Dong Provincial Party Committee and the Provincial People's Committee to discuss solutions to address related issues.

"The government is very interested in building the expressway from Tan Phu to Lien Khuong because it is of great importance to the socio-economic development and the lives of the people of Lam Dong."

"This route is also in line with the province's transportation network development plan and orientation, and has connectivity with other provinces in the region. Therefore, the local authorities and relevant ministries and agencies need to quickly implement the necessary procedures," the Deputy Prime Minister said.

Previously, at a meeting with Prime Minister Pham Minh Chinh and the Government delegation on August 25th in Da Lat City, Lam Dong province proposed adjusting the investment policy for two expressway projects, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, using the public-private partnership (PPP) method.

The province also requested the Government to allow the Tan Phu - Bao Loc expressway project to apply the revenue-sharing mechanism as stipulated by regulations.

According to the initial design, the Tan Phu (Tan Phu district, Dong Nai province) - Bao Loc (Lam Dong province) expressway project is 66km long, with a roadbed width of 17m and 4 lanes, and a total investment of 17,200 billion VND.

The Bao Loc - Lien Khuong expressway is 73km long, with a 17m wide roadbed and 4 lanes, and a total investment of over 19,520 billion VND. The project has been approved by the Lam Dong Provincial People's Council, connecting with the Tan Phu - Bao Loc route, and upon completion will connect to the Day Giay - Lien Khuong expressway.
