On April 16, 2019, the Provincial People's Committee granted the Investment Policy Decision to Delta - Valley Binh Thuan Company Limited with a project area of ​​986.3 hectares.

Up to now, the project has completed basic legal procedures, and the People's Committee of Binh Thuan province has leased land to the company in the form of annual land lease payment with a total area of ​​963.1 hectares. Based on the approved legal procedures, the company has basically completed the construction of technical infrastructure and has handed over more than 1,000 resort villas to customers, put into operation the 36-hole PGA golf course, Movenpick hotel, restaurant, cafe, sports area, night economic zone, amusement park, beach... Currently, the company is continuing to implement the construction of the remaining items of the project according to the progress and construction permit granted by the Department of Construction, expected to complete the entire project by the end of 2028.

However, the company encountered 5 problems and difficulties related to legal regulations that need to be resolved. Up to now, 3/5 of the problems have been resolved by the Provincial People's Committee and relevant departments and branches in accordance with current legal regulations. The remaining 2 problems regarding adjusting the investment policy and changing the form of land use from annual land lease to one-time land lease are being considered and resolved by relevant departments and branches in accordance with regulations.

At the meeting, the company's leaders as well as the leaders of local departments and branches discussed in the spirit of accepting, accompanying and supporting the company to remove remaining obstacles to speed up the project's implementation progress as soon as possible. Accordingly, the company has basically completed the tax debts due. Therefore, the company requested the Provincial People's Committee to consider and approve the adjustment of the project investment policy and approve the change of land use form so that the company can complete the entire project and put it into operation, contributing to promoting tourism development and socio-economic development of the locality.

Speaking at the meeting, Mr. Nguyen Minh - Vice Chairman of the Provincial People's Committee requested that in April, the Department of Finance submit a dossier to adjust the project investment policy, then the Department of Agriculture and Environment submit a proposal to change the land use form to one-time land lease. At the same time, he requested that the Department urgently contact ministries and agencies to approach units with the capacity to advise on land price determination.

Concluding the meeting, Chairman of the Provincial People's Committee - Do Huu Huy affirmed that Binh Thuan province always accompanies enterprises to handle related issues. Emphasizing that this is a key project of the province, it is necessary to remove obstacles in accordance with the provisions of law so that the project can soon continue to be implemented, contributing to the socio-economic development of the province. The Chairman of the Provincial People's Committee acknowledged the efforts of Delta - Valley Binh Thuan Company Limited in the past time, as well as the support of the Central Ministries, branches and departments, branches and localities in removing difficulties and obstacles.

Currently, the company is continuing to implement the remaining construction items of the project.

The Chairman of the Provincial People's Committee requested departments, branches and localities to continue to coordinate with Delta - Valley Binh Thuan Company Limited to remove difficulties and obstacles with a spirit of urgency and determination in accordance with the provisions of law, in order to help the project continue to be implemented as soon as possible, contributing to socio-economic development, and helping the province grow by double digits according to the direction of the Prime Minister. The Department of Agriculture and Environment is requested to select a competent land valuation consultancy unit. Hopefully, the project can be re-implemented in July 2025.

For Delta - Valley Binh Thuan Company Limited, it is necessary to promptly complete financial obligations related to the project; at the same time, urgently review the entire project area, complete documents and procedures to send to the Department of Finance to synthesize and report to the Provincial People's Committee for consideration and settlement according to regulations.
