Removing labor difficulties for supporting industries

In recent years, with focused investment attraction policies, Ninh Binh has become an attractive destination for supporting industry projects. However, the lack of human resources and uneven quality are major obstacles for many supporting industry enterprises. In Ninh Binh, linking schools and enterprises in human resource training is the optimal solution to remove this bottleneck.

Lack of high quality labor

The results of the investigation by specialized agencies in the province on the difficulties of enterprises since the beginning of the year show that, in addition to the instability of the market, raw materials... affecting production and business activities, the local labor shortage in some supporting industry enterprises is an issue that needs to be resolved. According to the report of the Provincial Industrial Parks Management Board, in April, the total number of domestic workers in the industrial park was 37,551, a decrease of 575 workers compared to March. Currently, enterprises are lacking orders, however, some supporting industry production enterprises are lacking high-quality workers. For example, MCNEX VINA Company Limited needs to recruit 25 highly skilled workers; The passenger car and bus manufacturing factory needs to recruit 15 skilled welders.

A representative of MCNEX VINA Co., Ltd. (Phuc Son Industrial Park, Ninh Binh City) said: As a unit specializing in manufacturing camera module products for phones, cars and fingerprint recognition main screen keyboards, the Company needs to recruit a large number of workers, especially when putting line 2 into production operation. In particular, the Company is requesting all levels and sectors in the province to support the recruitment of high-quality workers in the field of software technology, microchip design engineers with college degrees or higher... As for Lam Giang Investment and Trading Joint Stock Company (Ninh Phong ward, Ninh Binh city), although import and export activities are facing difficulties, orders are decreasing, inventories are large, and at many times the business is forced to temporarily stop production, however, the Company is currently facing difficulties in recruiting workers, with an estimated number of unskilled workers needed to recruit over 100 workers, not to mention the source of highly skilled workers in the supporting industry and garment industry, which are also very difficult to recruit.

With the orientation of building Ninh Binh province into a center for developing high-tech industry, clean technology and supporting industry serving the automobile manufacturing and assembly industry, the province has had many policies to attract investment in key projects. In particular, the policy on labor training is especially focused on to proactively provide high-quality labor for enterprises, especially FDI enterprises. To realize this goal, the Provincial People's Committee has directed the Department of Labor, War Invalids and Social Affairs to proactively coordinate and link the recruitment needs of enterprises with vocational schools in the province to ensure the supply of trained labor.

Linking training and labor supply

Comrade Nguyen Huu Tuyen, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: There are currently 27 vocational training institutions operating in the province, including 19 public institutions and 8 private institutions. The Department of Labor, War Invalids and Social Affairs has proactively coordinated with departments, branches, localities and relevant agencies and units to promote communication on vocational education with many diverse forms, suitable for each subject, thereby highlighting the role of vocational training and vocational education in ensuring social security and sustainable development. Every year, based on training targets and scale, localities and vocational training institutions promote propaganda and vocational training consultation with many forms to help workers change their mindset and perception about vocational education, create jobs, increase income, etc.

In the past 2 years (2020 - 2022), the whole province has recruited and trained 54,406 people, reaching 102% of the plan, of which 14,720 people have college and intermediate degrees. Recruitment and training are mainly in the following industries and occupations: Automotive technology, ground construction machine operation, business accounting, civil electricity, industrial electricity, refrigeration and air conditioning engineering, construction engineering, welding, metal cutting, computer programming... Thereby contributing to increasing the rate of trained workers in the province from 65% (in 2020) to 68% (in 2022). The structure of training occupations is gradually adjusted to suit the needs of the labor market and plays an important role in the province's sustainable poverty reduction.

Along with that, vocational training institutions in the province have proactively coordinated and linked with enterprises in training and labor supply. Up to now, schools have linked with more than 70 enterprises in and outside the province. On average, each year, colleges and intermediate schools have signed contracts to send over 700 students to practice and work in occupations according to the needs of enterprises and production and business establishments. At the same time, they closely coordinate with enterprises in developing training programs, combining with the training facilities of enterprises, using experts and highly skilled workers of enterprises to participate in training, sharing practical experiences. Enterprises always create conditions for students to practice and accept students who meet the requirements to officially work at the enterprise. The above vocational training cooperation activities help students feel secure in their studies, contribute to improving training quality, solving employment problems, and creating a working environment suitable for their training profession.

It can be said that preparing a high-quality workforce to meet the requirements of investors is an important link in the investment attraction strategy of Ninh Binh province. Therefore, in the coming time, the province needs to improve the capacity of vocational training institutions; vocational training institutions must regularly update new scientific knowledge and grasp the needs of enterprises to orient vocational training appropriately. At the same time, promote propaganda on vocational training and apprenticeship to overcome the situation of "too many teachers, not enough workers" in enterprises in the province. Pay attention to investing in human resource development, especially high-quality human resources. Encourage enterprises to participate in organizing vocational training associated with job creation at enterprises.
