Removing difficulties and speeding up construction progress of the road connecting National Highway 37 with 279D

Also attending were leaders of the Department of Agriculture and Environment, the Land Fund Development Center, the Provincial Traffic Construction Investment Project Management Board; and leaders of the Muong La District People's Committee.

As of April 22, the People's Committees of Bac Yen and Muong La districts have approved compensation and support plans for 745/1,375 households, reaching 54.18% and 6/8 organizations. There are still 630 households and 2 organizations whose compensation and support plans have not been approved. Of which, Bac Yen district has 471 households and Muong La district has 159 households.

Regarding construction progress, as of April 22, the estimated implementation value reached VND211 billion, reaching over 80.7% of the contract value. The capital allocated to the project was over VND732 billion; disbursement of public investment capital and management of advance capital reached over VND732 billion.

The main problems related to the issuance of duplicate land use right certificates; households engaged in agricultural production on forestry land assigned to the community, households actually using land under the name of other households... are still in the process of review, and there are no specific final results to establish and complete compensation and support plans. Currently, the Provincial People's Committee has not issued a decision to adjust Decision No. 63/QD-UBND dated December 27, 2024 on the unit price of compensation for damage to crops and aquatic animals when the State reclaims land, so there is not enough basis to implement compensation for land acquisition and clearance, and publicize the plan for eligible households.

After conducting field inspections, listening to reports from units on progress, difficulties, obstacles and recommendations, comrade Le Hong Minh requested the Land Fund Development Center and the People's Committee of Muong district to develop a detailed plan for site clearance for each specific location, with a clear completion time frame; to do a good job of propaganda, mobilization, persuasion, and creating consensus so that households can soon hand over the site to implement projects. Muong La district should soon announce the conclusion on the results of determining the origin of the land as a basis for pricing. For Bac Yen district, focus on resolving the remaining site clearance difficulties. The provincial Land Fund Development Center focuses on developing plans for site clearance approval. Contractors focus on human resources and machinery, taking advantage of favorable weather to speed up construction progress. The Provincial Traffic Project Management Board develops a detailed plan to direct each construction site according to the motto of construction as soon as the site is available... Strive to have technical traffic opening by September 15, 2025.
