Removing difficulties and speeding up the progress of large-scale livestock projects

Xuan Thien High-tech Production and Livestock Complex Project, Thanh Hoa I (Ngoc Lac) completed and put into operation phase 1.

Currently, in the province, there are 2 large-scale, key livestock investment projects in the agricultural sector that are still behind schedule, namely: Industrial-scale dairy farming project in Thanh Hoa province invested by Yen My High-tech Agricultural Application and Dairy Food Company Limited; Xuan Thien Thanh Hoa I High-tech Livestock Production and Breeding Complex Project in Ngoc Lac district invested by Xuan Thien Thanh Hoa Joint Stock Company.

The industrial-scale dairy farming project in Thanh Hoa province has been leased land for phase 1 by the Provincial People's Committee with an area of ​​95ha/165ha. By April 2025, the project investor had completed the investment and construction of 15 barns. Of which, 12 barns are for milking cows, heifers and 3 barns for calves. In addition, there is a clean water treatment center; a wastewater treatment center; a milking system No. 1; medium and low voltage electrical systems, transformer stations; a manure separation/flushing/BRU system; a cow hospital; an office building; a cow path and bedding warehouse, and the infrastructure for water supply and drainage has been completed and put into use. Currently, the project is raising 4,800 dairy cows and 3,155 cows are being milked with an average output of 30 liters/cow/day. The investor is implementing the construction of a feed center (estimated at 97% of the total volume); milking system No. 2 (estimated to reach 95% of total volume); milk pasteurization system is under construction and equipment is being purchased. Up to now, the project has disbursed 831/962 billion VND of capital for construction of phase 1. However, the project has 1.5 hectares of 16 households in Nhu Thanh district, which is not consistent with the functional area planning according to the General Planning for Construction of Nghi Son Economic Zone to 2035, with a vision to 2050 approved by the Prime Minister for adjustment and expansion in Decision No. 1699/QD-TTg dated December 7, 2018. Up to now, the locality has not been able to arrange resettlement sites for affected households according to regulations, affecting the progress of project implementation.

At the Xuan Thien High-tech Livestock Production Complex Project, Thanh Hoa I, 95/112ha (84.8%) have been cleared. Up to now, the project has completed and put into operation phase 1 and is raising 70,256 pigs of all kinds. Of which, 156 boars, 5,361 sows, 673 gilts, 16,290 piglets, 20,342 weaned piglets, 6,064 gilts, and 21,370 pigs. Along with that, the investor has completed and put into operation the Animal Feed Factory from March 31, 2024; completed and put into operation the Microbiological Fertilizer Factory; Agricultural Products Processing Factory. Although the Animal Feed Factory has been put into operation, the road to the factory has not been constructed because the land clearance with an area of ​​17 hectares has not been completed because the households requested compensation that was too high and had not reached consensus.

According to Mr. Dang Van Hiep, Deputy Director of Thanh Hoa Department of Agriculture and Environment: "In order to remove difficulties and obstacles for projects, the department is actively coordinating with relevant sectors and units to inspect, urge and guide investors to complete procedures and documents according to the provisions of law under the functions and State management of the agricultural sector".
