Removing difficulties for domestic waste treatment plant projects

Currently, the total amount of domestic solid waste generated in the province is on average more than 1,000 tons/day, the main treatment method is still conventional landfill, which does not fully ensure environmental sanitation requirements.

According to the Project on collection, treatment of domestic waste and environmental sanitation in the province until 2025, with a vision to 2030, it is expected that by 2025, the province will establish 4 centralized waste treatment facilities in the districts of Tam Duong, Lap Thach, Vinh Tuong and Yen Lac with a total capacity of about 1,390 tons/day.

However, up to now, the implementation of domestic waste treatment plant projects has encountered many difficulties and obstacles, mainly because the people have not agreed to support the construction site of the plant. Up to now, only 2 waste treatment plants have been put into operation, including: 1 plant in Hop Hoa town (Tam Duong) and 1 centralized waste treatment area in Tam Hong town (Yen Lac).

Specifically, for the waste treatment area in Hop Hoa town (Tam Duong), the Department of Finance (formerly the Department of Planning and Investment) and related departments and branches, Tam Duong district have inspected and urged many times, but in general, the project implementation of Viet Technology Environment Joint Stock Company still has many weaknesses and shortcomings in both capital capacity and management level, and has been behind schedule for many years, so currently, both furnaces of the project are having to stop operating because they are not qualified to receive household waste.

Regarding the construction of a waste treatment plant in Xuan Hoa commune (Lap Thach), although the procedures for planning, land allocation, and approval of the environmental impact assessment report have been completed, up to now, the project has not completed the licensing and construction procedures due to people obstructing the geological survey work to prepare the construction design documents, leading to delays in the construction progress of the plant.

Faced with this reality, the investor has submitted a written request to consider adjusting the project implementation progress and the Provincial People's Committee has assigned the Department of Finance to coordinate with departments, branches and the People's Committee of Lap Thach district to propose solutions to implement the project.

In fact, up to now, many investors have come to learn and want to build a domestic waste treatment plant in the province, but they have not been able to do so due to slow planning, site arrangement, and clean land fund creation. People in many localities have not fully recognized the role and significance of centralized domestic waste treatment projects.

In order to remove difficulties in attracting and implementing investment projects to build domestic waste treatment plants in the province, the Provincial People's Committee has requested the People's Committees of Binh Xuyen, Tam Duong, Vinh Tuong, Song Lo and Yen Lac districts to immediately review the locations planned to build waste treatment plants in the provincial planning, compare them with current regulations and standards to coordinate with departments and branches to advise and propose adjustments to related planning to ensure the implementation of waste treatment plant construction projects in the area in accordance with related planning.

At the same time, based on the actual situation of compensation and site clearance (GPMB) in the locality, it is proposed that the Provincial People's Committee allocate capital to implement GPMB compensation to create land funds in the following direction: For planning areas where investors are interested in proposing projects, report and propose that the Provincial People's Committee organize project bidding to select investors according to the law on investment and bidding; for planning areas where investors are not interested in proposing projects, report and propose that the Provincial People's Committee allocate capital to implement GPMB to create clean land funds to organize auctions of land use rights to select investors to implement the project.

The province assigned the Department of Finance to preside over and coordinate with relevant departments, branches, agencies and units to advise and propose the Provincial People's Committee to issue a list of investment projects to build waste treatment plants in districts and cities to attract interested investors to propose implementation.

Continue to preside over and coordinate with departments, branches, Tam Duong District People's Committee and Yen Lac District People's Committee to unify and resolve issues related to Hop Hoa Town Waste Treatment Plant of Viet Technology Environment Joint Stock Company and the centralized domestic waste treatment plant in Tam Hong Town (Yen Lac) of Trung Nguyen Environmental Treatment One Member Co., Ltd.; advise the Provincial People's Committee to arrange capital for districts to implement compensation, site clearance, and resettlement when the State reclaims land to create a land fund to organize land use rights auctions.

The Department of Agriculture and Environment shall preside over and coordinate with relevant departments, branches and district-level People's Committees to propose to the Provincial People's Committee to issue a set of criteria for selecting investors to implement projects to build waste treatment plants in each locality.

Based on the reports and proposals of the Department of Industry and Trade, the Management Board of Industrial Parks, and the Department of Construction, the relevant construction plans are proposed to be adjusted to ensure consistency in planning projects, as a basis for implementing waste treatment plant construction projects. The Department of Science and Technology is in charge of coordinating with departments and branches to carefully appraise waste treatment technologies proposed by investors to ensure that they are suitable to the needs and conditions of the province.
