(NLDO) - Nha Trang City Party Committee (Khanh Hoa province) requested this locality to handle the petition and report the case of arbitrarily selling people's property during forced eviction.
Accordingly, the Secretary of the Nha Trang City Party Committee (Khanh Hoa Province) reviewed the petition dated January 20, 2025 of Mr. To Van Huynh (residing at 9/2D Nguyen Thien Thuat, Loc Tho Ward, Nha Trang City ) with the content of the petition for the delay in resolving the complaint and requesting to transfer the criminal complaint and evidence documents to the City Police Investigation Agency for settlement according to the Criminal Procedure Code.
Accordingly, the Secretary of the City Party Committee suggested transferring Mr. To Van Huynh's petition to the Nha Trang City People's Committee for handling according to authority, responding to the petition to citizens and reporting the implementation results to the Standing Committee of the City Party Committee according to regulations.

This is a rare case that has attracted the attention of the public and many press agencies when a unit arbitrarily sold people's property during the process of enforcing illegal construction. The responsibility for carrying out this enforcement was assigned by the Nha Trang City People's Committee to Loc Tho Ward.
Since November 2024, reporters of Nguoi Lao Dong Newspaper have contacted the Chairman of Loc Tho Ward People's Committee and directly went to the People's Committee of this ward to register to work to clarify information about the arbitrary sale of citizens' assets, but so far there has been no response.
Regarding this incident, Nguoi Lao Dong Newspaper continuously reported that Mr. To Van Huynh (hotel owner) had many petitions for help due to the loss of more than 700 million VND in assets from the forced demolition of illegal construction works.
Mr. Huynh claimed that Thanh Binh Construction Service Development Company Limited (the winning bidder for compulsory demolition) arbitrarily sold Mr. Huynh's assets during the enforcement process for the illegal construction project at 9/2D Nguyen Thien Thuat, Loc Tho ward, Nha Trang city.
Mr. Huynh also called for help because the enforcement period has been over 4 months (from October 3, 2024) but the project has not been handed over to Mr. Huynh yet. Although he had previously paid nearly 1.8 billion VND in enforcement costs to the authorities.
Mr. To Van Huynh's hotel project has been overdue for enforcement for more than 4 months (from October 3, 2024), but up to now, the project has not been handed over to Mr. Huynh.
Previously, the Nha Trang City People's Committee also issued a document assigning the City Inspectorate to urgently report the inspection results on the enforcement unit's arbitrary sale of assets during the enforcement process against the above hotel. At the same time, advise the City People's Committee to respond to the Department of Information and Communications in accordance with the law.
This is a move after the press, including Nguoi Lao Dong Newspaper, reported irregularities in the handling of confiscated assets at hotel number 9/2D Nguyen Thien Thuat.
Extension of time for complaint settlement
According to Mr. To Van Huynh, Nha Trang City People's Committee sent him a document regarding the extension of the complaint settlement period to Loc Tho Ward People's Committee. Mr. Huynh's complaint was accepted in October 2024. The extension period is 30 working days, starting from January 15, 2025.
