Up to now, the city has completed the organization of collecting public opinions on the arrangement of commune-level administrative units in the area. For the Thuc Phan ward plan, merging 5 administrative units including: Hop Giang ward, Song Hien ward, De Tham ward, Hung Dao commune (Cao Bang city) and Hoang Tung commune (Hoa An): 99.9% agreed with the administrative unit arrangement plan. For the Nung Tri Cao ward plan, merging 3 administrative units including: Vinh Quang commune, Song Bang ward, Ngoc Xuan ward: 83.7% agreed. For the Tan Giang ward plan, merging 5 administrative units including: Chu Trinh commune, Tan Giang ward, Hoa Chung ward, Duyet Trung ward (city) and Le Chung commune (Hoa An): 99.98% agreed. The organization of collecting people's opinions on the arrangement of commune-level administrative units in the city was carried out seriously, in accordance with regulations, closely following the direction of the Central Government, the Provincial Party Committee, and the Provincial People's Committee, ensuring democracy, objectivity, transparency and clearly demonstrating the people's role as masters in participating in major policies of the Party and legal policies of the State.

With a spirit of urgency, seriousness, responsibility, and compliance with regulations, the policy of rearranging commune-level administrative units in the city has received high consensus and unity in the entire political system, especially the consensus and support of voters and people.
