Hanoi Health Department Inspectorate fines 11 medical establishments for violations

This information was released by the Hanoi Department of Health Inspectorate on August 29, in which the facility fined the highest amount was the Diagnostic Imaging Clinic (specifically ultrasound), located in Tan Phu My village, Vat Lai commune, Ba Vi district, fined 74 million VND.

This clinic has practitioners practicing outside the registered time approved by the competent authority; using practitioners without a practice certificate; providing medical examination and treatment services at a location not stated in the operating license.

The clinic also had its medical license revoked for 3 months; its practice certificate revoked for 2 months; and its operations suspended for 18 months.

Next, there were 4 establishments advertising special services without having the content confirmed by the competent state agency before advertising, each unit was fined 45 million VND and forced to remove and dismantle the advertising content.

These 4 units include: Remedy Rehab & Care Joint Stock Company, on the 9th floor, 154 Nguyen Thai Hoc, Kim Ma ward, Ba Dinh district; Dr. Hung Dental Company Limited, 56 Ngo Xuan Quang, Trau Quy town, Gia Lam district; VNT Vietnam Trading and Technology Company Limited, 1st floor, 828 Truong Dinh, Giap Bat ward, Hoang Mai district; Dam Gia International Dental Joint Stock Company, Vinh Thanh village, Vinh Ngoc commune, Dong Anh district.

Notably, among the 11 establishments that were fined was Pharmacity Pharmacy No. 632, a branch of Pharmacity Joint Stock Company in Hanoi, No. 52 Tran Binh, Group 23, Mai Dich, Cau Giay District. This establishment was fined 30 million VND for selling prescription drugs without a prescription.

Previously, in April, the Health Department Inspector also fined Pharmacity Pharmacy No. 566 in Hoan Kiem District (address 72-74 Hang Bong) VND30 million for selling prescription drugs without a prescription.

The act of "selling prescription drugs without a prescription" is regulated by the penalty level in Decree 124/2021 of the Government (amending and supplementing Decree 117/2020).

Vietnam has about 25,000 types of drugs in circulation, of which more than 40% are drugs that require prescriptions to be sold and dispensed. With more than 68,000 drug retail establishments, the management of prescription drug sales is currently facing many challenges, in which the situation of selling prescription drugs without prescriptions still occurs.

Since the beginning of August, the Department of Health Inspectorate has issued 38 decisions on administrative sanctions for violations in the field of medical and pharmaceutical practice with fines totaling nearly 720 million VND.
