Inspector concludes case of primary school teacher accused of 'sexually harassing' female colleague, beating security guard

The Inspectorate of Son Tay Town (Hanoi) has just reported the results of verifying the complaint of Mr. Do Duc Manh (Phuc Tho District, Hanoi) - former Physical Education teacher at Trung Son Tram Primary School about the decision to force him to quit his job.

According to the Inspectorate of Son Tay Town, based on the records and documents collected during the process of verifying the content of the complaint, the results of working with relevant agencies, organizations and individuals, the disciplinary consideration for Mr. Do Duc Manh is completely in accordance with legal regulations. Mr. Manh's claim that the review meeting and disciplinary meeting were not organized in accordance with the procedures and content prescribed by law is unfounded.

"Mr. Manh's act of beating Mr. Chung (school security guard) is a violation of the law, a dangerous act for society, not only causing confusion, fear, and frustration for cadres, teachers, employees, students and people but also greatly affecting the reputation and achievements of the school. This is a violation with particularly serious consequences according to the provisions of Point d, Clause 2, Article 6 of Decree 112/2020/ND-CP dated September 18, 2020 of the Government", the Inspectorate concluded. At the same time, the complaint of Mr. Do Duc Manh was rejected.

Previously, some parents of students had sent a petition to the school principal, reporting that Mr. Do Duc Manh had beaten, cursed, threatened students, and beaten security guards.

Trung Son Tram Primary School

In particular, Ms. Ha Thi Khuyen - an IT teacher at Trung Son Tram Primary School reported to the Board of Directors that Mr. Do Duc Manh had harassed Ms. Khuyen. Specifically, on the afternoon of February 4, 2018, Ms. Khuyen was sitting in the IT room doing her homework. Mr. Manh came in and asked a few questions, then closed the door, hugged Ms. Khuyen, took a piece of cloth and tried to stuff it into Ms. Khuyen's mouth, but Ms. Khuyen resisted and bit Mr. Manh's hand.

After receiving the feedback, Trung Son Tram Primary School held a meeting, attended by the Board of Directors, the Executive Board of the Trade Union, Ms. Khuyen and Mr. Manh. At the meeting, Mr. Manh commented that "it was an excessive teasing act" towards Ms. Khuyen. Mr. Manh apologized to Ms. Khuyen before the meeting, and at the same time asked to seriously learn from the experience...

After that, the School held a meeting to review and handle discipline, and the School Disciplinary Council agreed to dismiss Mr. Do Duc Manh.
