There is a phenomenon of examiner 1 writing on the candidate's test.
Specifically, according to the conclusion of the Inspectorate of the Ministry of Education and Training (MOET), during the inspection team's inspection, the multiple-choice test scoring room here lacked a computer and it was promptly supplemented when the inspector had comments.
The use of USBs for storage by the Examination Council in the 10th grade entrance exam in Hai Phong was not in accordance with regulations, so after receiving comments from the inspection team, the Council used CDs for storage.
Some examiners who graded the 10th grade entrance exam recently did not fully understand the regulations and made mistakes during the grading process.
Specifically, in table 4 of the exam scoring report, there is no column recording the total score/number of score types, so it is difficult to compare scores when entering them, which can easily lead to risks and errors in the score entry process.
According to the working plan of the Examination Council on the process of making essay test papers, in step 2 of the process of making test papers, 10 papers will be combined for specialized subjects. However, when checking the specialized subject test papers bags, each bag will contain 12 papers.
In the essay marking section, according to the inspection conclusion of the Ministry of Education and Training, there was also a group leader who did not assign seats to examiners to mark the exam papers, and did not write the seating chart on the board according to the regulations of the Department of Education and Training. There are also the phenomena of examiner 1 writing on the candidate's test; examiner not sitting correctly on the diagram; examiner 1 writing scores on the candidate's test; examiner 2 not writing scores in the margin but writing on each sentence on the candidate's test...
In the literature subject, examiner 2 did not score the components according to the answers but only scored the total score for the entire sentence; examiner 1 crossed out the student's mistakes in red pen and directly scored small ideas in the margins on the student's test.
Examiner 2 (the group marking the specialized literature subject belonging to the literature and geography group 1) does not mark directly on the candidate's test and writes it on the marking sheet, does not write down the score for each small idea in the margin of the test right next to the idea to be marked according to regulations, but writes down the component scores...
In particular, through checking the probability of some exams graded on June 12 and June 13 in some subjects, it was shown that the examiners did not follow the correct procedure and some exams showed signs of irregularities.

Review exams for signs of irregularities
The Inspectorate of the Ministry of Education and Training said that the delegation has recommended that the examination board and the Department of Education and Training of Hai Phong review the history (specialized) exams and other subjects (especially exams with signs of irregularities) and handle and resolve them according to the regulations of the examination board, the Department of Education and Training of Hai Phong and the regulations of the Ministry of Education and Training.
Hai Phong Department of Education and Training issued a report on the implementation of this content on June 24 according to regulations.
In the multiple-choice test scoring section, the conclusion of the Inspectorate of the Ministry of Education and Training pointed out that the multiple-choice test scoring process does not stipulate the use of USB when copying from the scanner to the scoring machine. The inspection team recommended and the scoring council directed not to use USB and to follow the regulations of the Department of Education and Training.
Equipment preparation was not complete according to schedule and plan (4 machines were required, at the time of inspection there were only 2 scanners and one secretary machine, at the time of inspection there were no processing and scoring machines); no handover of equipment; no equipment inspection process.
Regarding the above contents, the inspection team of the Ministry of Education and Training has recommended and the examination board and the Department of Education and Training of Hai Phong have promptly resolved them.
The Inspectorate of the Ministry of Education and Training said that the above limitations, shortcomings and violations are the responsibility of the examination board, the examination and education quality assessment department, and the Hai Phong Department of Education and Training.
The Inspection Team of the Ministry of Education and Training has recommended that the Examination Council and the Department of Education and Training of Hai Phong review the history exams (specialized subjects), other subjects, especially exams with signs of irregularities, and implement the handling and resolution of the Examination Council, the Department of Education and Training of Hai Phong and the regulations of the Ministry of Education and Training.
Hai Phong Department of Education and Training has reported on the explanation and overcoming of shortcomings and limitations in exam marking and implementation of the delegation's recommendations.
For Hai Phong City People's Committee, the Inspection Team requested to review and implement the responsibilities of the City People's Committee according to regulations.
For the Department of Education and Training of Hai Phong, the inspector requested to handle and direct according to authority the cases of violations of regulations by members of the examination board and examiners during the examination marking process (if any).
Direct the drawing of experience from the contents stated in the memorandums, recommendations of the delegation and direct opinions of the delegation when working with the Examination Council, Department of Education and Training and Examination Steering Committee.
The Inspectorate also requested the Department of Education and Training of Hai Phong to supplement the explanation/clarification on the change in the admission plan for specialized schools with the addition of a foreign language exam subject, ensuring feasibility, fairness, and practicality for candidates.
In particular, the Inspectorate of the Ministry of Education and Training recommends that the Department research, review, adjust, and issue, according to its authority, the working plan of the examination board to ensure that the content is consistent with the directive documents of the Department of Education and Training, the People's Committee of Hai Phong City, and the Ministry of Education and Training.
For the Examination Council, the inspection team requested to study, review, adjust and issue a working plan in accordance with the directive documents of the Department of Education and Training, Hai Phong City People's Committee and the Ministry of Education and Training.
Review appropriate forms and records in marking. Members of the Examination Board must study seriously, master the marking process and handle unusual situations, and proactively report immediately when the exam shows signs of abnormality.
