Currently, Gia Lam is the second district of Hanoi to successfully build an advanced new rural district.

On January 15, 2025, Gia Lam district solemnly held a ceremony to receive the Certificate of recognition of the district meeting advanced NTM standards in 2023. This is an honor and pride of the entire Party Committee, government and people in the district.

Decisive in leadership and direction

Implementing the National Target Program on New Rural Construction, Program No. 04-CTr/TU of the Hanoi Party Committee on agricultural development, new rural construction associated with improving people's lives and implementing the Resolution of the 22nd Gia Lam District Party Congress, right from the beginning of the term, the Gia Lam District Party Executive Committee has built and synchronously deployed 5 full-term work programs for the period 2020-2025, including the Program on economic development, building advanced and exemplary new rural areas and investing in building Gia Lam district into a district.

The district has established a Steering Committee for the Program; established a District Office for coordinating the construction of new rural areas; and directed communes to establish a Steering Committee to synchronously deploy activities from the district to the grassroots level; proactively inspect, promptly remove difficulties and obstacles in the implementation process, speed up the completion progress and guide communes to develop implementation plans according to the set roadmap.

From 2019 to present, the Program Steering Committee and Gia Lam District People's Committee have issued 130 documents on leadership, direction and urging implementation. The District Party Committee has directed 100% of Party Committees, People's Councils and People's Committees of communes to issue specialized resolutions, programs and annual plans for implementation; at the same time, mobilize the extensive participation of all classes of people in the construction of rural roads; launch and replicate the model of "People donating land and contributing working days to build village roads"...

A new modern and practical Gia Lam

After 5 years of implementation, from being recognized as a district meeting the NTM standards in 2018, Gia Lam district now has 20/20 communes meeting the advanced NTM standards (100%) and 7/20 communes meeting the model NTM standards (35%); 2 towns of Yen Vien and Trau Quy meeting the civilized urban standards. On December 16, 2024, Gia Lam district was recognized by the Prime Minister as a district meeting the advanced NTM standards in 2023, in Decision No. 1574/QD-TTg. Coming to Gia Lam today, it is hard to imagine that what used to be a purely rural area now has the appearance of a civilized, modern urban area.

In the process of implementing the Advanced New Rural Construction Program, determining that planning must be one step ahead, the district has directed units and communes in the area to implement in the following direction: For areas with urban planning, deploy investment in building technical infrastructure systems, social infrastructure, housing areas, urban areas, functional areas...; renovate and embellish existing residential areas to meet urban standards according to the approved urban zoning planning orientation associated with the Advanced New Rural Construction Program, model and invest in building districts into districts. For areas oriented for urban expansion, deploy construction of public institutional works, framework technical infrastructure systems to meet urban standards; carry out work to preserve and promote traditional values ​​in ancient villages, craft villages in the area,...

In addition, the district has invested heavily in infrastructure and transportation: 100% of the roads are asphalted and concreted, with a sign system, ensuring connectivity between communes, regions and between concentrated raw material areas, suitable for the urbanization process. The irrigation system has been invested and upgraded, ensuring irrigation needs, promptly meeting the production needs of the people. The district's power grid has been invested in a modern way according to the criteria of flexibility, intelligence, and high level of automation; 411km of lighting systems in communes and towns have been invested synchronously; 100% of alleys and lanes over 2m wide have lighting...

Schools in the area have been invested in upgrading and building new ones in a modern direction, ensuring teaching and learning. There are currently 81 public kindergartens, primary schools, and secondary schools in the district, the rate of national standard schools reaching 96.2%, of which 28 schools have reached national standards level 2; 4/4 public high schools in the district have reached national standards (of which Duong Xa High School has reached level 2); the quality of education is increasingly improved. Health and cultural work is focused on; the rate of people participating in health insurance in the district is 95.9%. The whole district has 8/20 communes with commune-level Cultural - Sports Centers; 100% of villages and residential groups have Cultural Houses, community activity houses, public entertainment spots... In particular, 300 spots are installed with outdoor sports equipment to meet the cultural and sports needs of the community.

In the district, there are 320 historical - cultural relics, revolutionary resistance and works, locations with signs of relics; 163 heritages, of which the Phu Dong temple relic is recognized as a special national relic, the Giong festival is a representative intangible cultural heritage of humanity and 4 national intangible cultural heritages. Cultural heritages in the area are preserved and conserved by the people through generations and widely promoted.

Implementing the New Rural Development Program, Gia Lam has done a good job of planning production areas with concentrated specialized areas, such as: safe vegetable production areas, golden sticky rice, flowers, ornamental plants, fruit trees... Currently, the whole district has 2,106 hectares of flower, ornamental plants and fruit trees; 515.7 hectares of vegetable and fruit production according to VietGAP standards; 12 products are protected by collective trademarks...

By the end of 2024, the whole district will have 135 products recognized as OCOP. Environmental sanitation and quality of life in rural areas are focused on; waste and wastewater are collected; ponds and lakes are re-banked, flowers are planted, creating a bright, green, clean and beautiful landscape. Security and order in the area are maintained.

In addition to the remarkable development of economic, cultural and social life, the process of building an advanced NTM district in Gia Lam has also formed civilized and modern urban areas such as: Vinhomes Ocean Park Urban Area, Dang Xa Urban Area, TQ5 Urban Area, 31ha Urban Area... Thanks to the construction of NTM with increasingly high levels associated with urban criteria, nowadays, the villages in Gia Lam are bustling, bustling, and civilized, no less than urban areas. The great values ​​from building an advanced, exemplary NTM are the "sweet fruit" of the joint efforts, solidarity, and unity between the Party Committee, the government and the local people.

Continuing to thrive in the New Era

Thoroughly grasping the direction of General Secretary To Lam in the perception and action of "New Era, Era of Rising of the Vietnamese people", with the highest political determination, in 2025, the Party Committee and the government of Gia Lam district will continue to focus on leading, directing, issuing resolutions, projects, and plans to organize and implement with the viewpoint of maintaining the advanced new-style rural district as a central and continuous task; as a premise and driving force to realize the goal of making people's lives better and better, building Gia Lam district into a civilized, cultured, modern and increasingly developed district.

The district focuses on directing the completion of the Urban Zoning Plan for the area oriented for urban development expansion in Gia Lam district, and at the same time coordinates with the city's specialized departments to complete the "Project for establishing a district" and "Report on assessing the level of urban infrastructure development in the area expected to establish a district and ward in Gia Lam district" for approval according to regulations. In 2025, Gia Lam district will complete the goal of building the district into a district of the capital.

 

Implementing the National Target Program on New Rural Construction, with constant efforts and efforts, Gia Lam district has been recognized by the Central and City with many forms of awards, such as: Third-class Labor Medal (2014), Third-class Independence Medal (2019); for many years, it has received the Emulation Flag, Certificate of Merit from the City and departments, branches, etc.
