Accordingly, from September 11 to 13, the Traditional Martial Arts Tournament “Phuong Hoang Trung Do” Cup and the Traditional Festival of Emperor Quang Trung Temple took place. On the evenings of September 15 and 16, a photo exhibition with the theme: “Urban appearance and people of Vinh in the past” was organized at the Walking Street.

On the evening of September 22, the city will organize the Mid-Autumn Festival and give gifts to poor children and children in difficult circumstances at the Walking Street. The Vinh City Mass Arts Festival will open at Nghi Kim Commune Stadium on the evening of September 22 and close on the evening of September 23 at the Walking Street.
On the evening of September 29, the contest "Elegant Youth of Vinh City - Miss Vinh" will take place at the outdoor stage of the Labor Culture House of Nghe An province.
On September 29 and 30, there will be an exhibition introducing typical and distinctive OCOP products of Vinh city and Nghe An province at the Nghe An Provincial Cultural Center.
The highlight of the series of events is the 60th anniversary of Vinh city, 235 years of Phoenix Trung Do, receiving the Second Class Independence Medal, the art program "Vinh City spreads the Phoenix wings" and the artistic fireworks display taking place on the evening of September 30 at Ho Chi Minh Square.

The land that is now Vinh city has a long history, and was noticed by previous feudal dynasties in our country and sent talented generals to guard it.
In particular, on October 1, 1788, exactly 235 years ago, Emperor Quang Trung issued an edict to build the Phoenix Capital in Yen Truong commune, Chan Loc district at the foot of Dung Quyet mountain (now Trung Do ward, Vinh city).
In the edict sent to La Son Phu Tu Nguyen Thiep on September 3, year Thai Duc 11 (ie 1788), Nguyen Hue wrote: "Now the capital Phu Xuan is in a difficult position, far from Bac Ha, the terrain is difficult, according to the court's opinion: Only Nghe An is the capital, it is both balanced and can control the South and the North, and will make it convenient for people from all directions to come and file lawsuits."

Emperor Quang Trung thought that this place had "a spacious terrain and bright weather, it was truly a beautiful place to build the capital".
Until he fell seriously ill in the fall of 1792, knowing he would not survive, Emperor Quang Trung summoned the governor of Nghe An, Tran Quang Dieu, to the court to discuss moving the capital to Phuong Hoang Trung Do.
Before his death, the King advised Tran Quang Dieu and his courtiers: “I expanded the territory, exploited the land, and had the whole of the South. Now I am sick and cannot be cured. When I die, I must be buried within a month, and the mourning will be a labor of love. You people should join forces to help the Crown Prince move the capital to Vinh Do soon to control the world.”
Under the Nguyen Dynasty, Yen Truong land continued to be given importance for construction. On October 20, 1898, King Thanh Thai issued an edict to establish Vinh town.
On December 10, 1927, the Governor-General of Indochina issued a decree to merge Vinh town, Ben Thuy town (established on March 11, 1914) and Truong Thi town (established on August 27, 1917) into Vinh - Ben Thuy city.
In the late 1920s and early 1930s, Vinh was known as a city with famous factories, businesses, ports, trading companies, banks... of the French, Chinese, Indians... Vinh was also a city of workers with tens of thousands of workers, the cradle of the patriotic and revolutionary movement.

During the August Revolution of 1945, Vinh town gained power on August 21. Vinh became the provincial capital of Nghe An. On December 28, 1961, the Politburo issued Resolution No. 32 on the establishment of Vinh city. On October 10, 1963, the Government Council issued Decision No. 148/CP establishing Vinh city and it is one of the five largest industrial cities in Northern Vietnam.
During the years of resistance against America, Vinh was one of the northern cities most heavily bombed by the US air force, the entire city was almost leveled.


On May 1, 1974, Deputy Prime Minister Do Muoi laid the first brick to rebuild Vinh city. On August 13, 2005, the Prime Minister issued a decision to recognize Vinh as a type II urban area. On September 5, 2008, the Prime Minister issued a decision to recognize Vinh as a type I urban area under Nghe An province.



Since 2008, Vinh city has been oriented by the Central Government to build and develop into a central urban area of the North Central region.
In particular, after 10 years of implementing Resolution No. 26-NQ/TW dated July 30, 2013 of the 11th Politburo on the direction and tasks of developing Nghe An province until 2020, Vinh City has made an important contribution to "Nghe An is moving towards becoming the center of the North Central region in finance, high-tech industry, trade, tourism, education and training, science and technology, health care, culture and sports".


Passing the age of 60, Vinh city is facing a new development milestone when expanding its administrative boundaries and urban space through merging the entire natural area and existing population size of Cua Lo town.
After adjustment, Vinh City has a natural area of 166.24 km2 ; population of 575,718 people; expected to have 36 commune-level administrative units, including 27 wards and 9 communes instead of only an area of 105 km2 with a population of about 348,000 people living in 16 wards and 9 communes as at present.

“Focus on investment and have outstanding mechanisms and policies to develop Vinh city into an economic and cultural center of the entire North Central region”, Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
