According to the design, the route is 2.36 km long and 18 m wide. Of which, the section through Nghi An commune is 1.7 km; the section through Nghi Duc commune is 0.66 km. This is the second axis connecting Nghi An commune with Vinh - Cua Lo road (the first axis is a 35 m road), going next to Phan Boi Chau High School for the Gifted, campus 2 under construction. The route is invested synchronously, starting construction from 2023.
Specifically, the section through Nghi An commune has a recovered area of 35,946m2 . Of which: agricultural land 5,243m2 ; residential land, garden land 17,415m2 ; land managed by the Commune People's Committee 13,288m2 .
Mr. Chu Huu Tri - Vice Chairman of Nghi An Commune People's Committee said: Nghi An Commune has organized the announcement of planning, compensation policy, determined the origin of land use, population, area to determine compensation price. There are 35 agricultural land plots, currently Specific land price decisions, other supporting documents and current status inventory have been issued.
The Compensation and Site Clearance Council has established the first phase of agricultural land plans. and is public as of July 3, 2023.
In the coming time, the Land Clearance Compensation Council (GPMB) will coordinate to inspect and review land plots that are entitled to other support policies (similar to projects implemented in the area), the review will be completed before August 30, 2023. For the publicized agricultural land area, the plan will be completed after the end of the publicization, submitted to the city for appraisal and approval before August 20, 2023.
The route passing through Nghi An commune affects the compensation of 131 residential land plots. The inventory work has been completed. Nghi An commune People's Committee has confirmed the origin of residential land use and the Land Fund Development Center is checking and reviewing.
In the area, there are 4 residential land plots affected by 2 projects of 18m road and Phan Boi Chau High School for the Gifted, Campus 2. Based on the proposal of the Project Management Board and the Department of Education and Training of Nghe An, and the opinions of households, on July 7, 2023, the Land Fund Development Center reported to the City People's Committee, proposing to simultaneously establish these 4 plots according to the 18m road planning project.
For Nghi Duc commune: The total land area expected to be recovered for project implementation is 12,090 m2 through the hamlets of Xuan Huong, Xuan Binh, Xuan Trung, Xuan Thinh. Of which, agricultural land of households is 51 households (51 plots) with 8,369 m2 . Residential land, perennial crop land of households has 7 households affected with 7 plots, area of 1,629 m2 . The rest is land managed by Nghi Duc Commune People's Committee.
The city has made a specific decision on land prices for agricultural land in Nghi Duc commune, issued other support documents, and the authorities have completed the inventory of agricultural land. Currently, 46/51 plots have had their origins confirmed. Nghi Duc commune has announced the plan on June 30, 2023 for 39/47 households with agricultural land (phase 1), with a total compensation and support amount of VND 2.35 billion. The remaining 7 households are having to reconfirm their origins to have a basis for approving the compensation plan.
Regarding residential land in Nghi Duc commune, there are 7 plots and 7 households affected with a total area of 1,629.5m2 . Nghi Duc Commune organized a status inventory on June 6, 2023. The Land Fund Development Center is coordinating with the Commune People 's Committee to propagate, mobilize and review the resettlement land fund in the area to plan resettlement arrangements for eligible cases.
Mr. Tran Ngoc Tu - Chairman of the City People's Committee said: Currently, the city is focusing on directing the site clearance of this route to promptly connect with key routes. The city requires localities to mobilize, inventory, confirm the origin of land, review the housing and property status of the remaining households... to promptly compensate and hand over the site to the project construction unit.
It is known that the project will be constructed for no more than 4 years, from 2023, with a total project capital of 145 billion VND, of which the central government capital is 80 billion VND and the city capital is 66 billion VND. Currently, the construction unit has started the project, gathered materials for construction, and when the site is available, the route will be urgently constructed.
The 18m road invested in when completed will create a stronger connection framework with the city, passing through many residential areas, passing through Phan Boi Chau High School for the Gifted, Campus 2, connecting with National Highway 46 and Vinh - Cua Lo road, contributing to exploiting new land funds for the city.
