On the evening of September 30, at Ho Chi Minh Square, Vinh City (Nghe An) solemnly held the ceremony to celebrate the 60th anniversary of its founding (October 10, 1963 - October 10, 2023), the 235th anniversary of Phuong Hoang Trung Do (1788 - 2023) and received the Second Class Independence Medal.

Speaking at the ceremony, the National Assembly Chairman acknowledged the comprehensive development of Vinh city over the past 60 years, especially in the 10 years of implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of developing Nghe An province until 2020 with many achievements; the economic scale and potential have developed quite well, the economic structure has shifted towards modernity, with the characteristics of the provincial capital and regional city.

In 2022, the economic growth rate will reach 9.02%; per capita income will reach 120 million VND, 2.37 times higher than the average of the province. The urban landscape will change rapidly, taking the shape of a civilized and modern urban area in the North Central region. Vinh has initially affirmed itself as the educational and training center of the region, recognized by UNESCO as a "Global Learning City". The health sector has developed, material and spiritual life has been improved. National defense and security have been maintained. Party building and political system building have been strengthened.

The National Assembly Chairman emphasized: “Vinh City must strive and make more efforts to be worthy of the expectations of the Central Government, as well as the Party Committee, the Government and the People of the province. The city needs to strongly innovate its thinking, arouse the aspiration for comprehensive, faster and stronger development, worthy of the heroic tradition of the “Red City”, build Vinh City into a truly central urban area of the province and the entire North Central region, a driving force - economic growth pole of the province, contributing to Nghe An soon becoming a well-off province of the country, a center of the North Central region in terms of trade, healthcare, education and training, science and technology, industry and high-tech agriculture in the spirit of Resolution No. 39-NQ/TW of the Politburo and the Planning of Nghe An province for the period 2021 - 2030, with a vision to 2050”.

National Assembly Chairman Vuong Dinh Hue emphasized a number of key tasks that the Party Committee, government and people of Vinh City should pay attention to and carry out well.

Firstly, focus on thoroughly grasping, imbuing, creating strong changes in awareness, solidarity, and high consensus in the entire Party Committee, political system, Party members, people of all walks of life, cadres and soldiers of the armed forces, business community, and entrepreneurs on the task of building and developing Nghe An province in general and Vinh city in particular according to Resolution No. 39-NQ/TW of the Politburo, placed in the overall, synchronous implementation of Resolution No. 26-NQ/TW dated November 3, 2022 on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045, and Resolutions of the Central Committee, National Assembly, and Government.

Second, urgently develop, promulgate and organize the implementation of an action program with specific plans and projects to implement Resolution No. 39-NQ/TW of the Politburo and the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050, which has just been approved. Quickly submit to the Government for submission to the National Assembly Standing Committee for approval of the expansion of the administrative boundaries of Vinh city, promptly adjust the city's master plan, in which the vision and strategy for the development of Vinh city are determined in the overall relationship of Nghe An province and the whole region, taking into account the direct relationship with neighboring districts in the Southern Nghe An - Northern Ha Tinh region...

Coordinate the development, management and implementation of plans. Focus on planning for coastal urban development along both banks of the Lam River. Realize the planning of the Vinh - Cua Lo boulevard development axis, create economic development momentum, link key spaces, connect the city's administrative center and the coastal tourism center.

Effectively mobilize resources to develop infrastructure, especially connecting traffic infrastructure, key traffic, spacious, bright, green, clean, beautiful urban infrastructure. Focus on investing in upgrading Vinh station; upgrading and expanding Vinh International Airport to reach the scale of a level 4E airport; upgrading, expanding, and improving the exploitation capacity of Cua Lo deep-water port, expressways, and routes connecting Vinh with Cua Lo, Nam Dan, Hung Nguyen, etc.

Third, proactively and creatively implement tasks and breakthrough solutions to develop the economy quickly and sustainably, mainly based on science and technology and innovation, so that Vinh city will soon become a smart, modern city, a center for startups and innovation in the entire North Central region. The city must take the lead in digital transformation, developing the digital economy, green economy, and circular economy, first of all, the three pillars: high-tech industry, seaports - logistics, tourism - trade.

In particular, it is necessary to be consistent in the viewpoint of sustainable development on all three pillars: economy, society, and environment. Create breakthroughs in administrative reform, improve the investment and business environment; actively and proactively integrate internationally, connect with localities nationwide, promote attraction and improve the efficiency of using resources for development.

Fourth, maintain and promote the position of the province's education and training center, gradually affirm the regional center, improve the quality and effectiveness of general education programs, develop university education, innovate and improve the quality of vocational education. Focus on investing in developing Vinh University to become a prestigious training center in the country, region and the world. Build Vinh city to become a cultural - sports - tourism center of the region. The city's health system becomes the core of the specialized medical center of the North Central region, in which the Provincial General Hospital develops into a special-class end-line hospital.

Maintain national security, social order and safety, strengthen foreign affairs. Carry out well the work of poverty reduction, social security, ethnic and religious affairs. Improve the material and spiritual life of the people. Build a cultural and civilized urban lifestyle; do our utmost to preserve, promote and spread more strongly the cultural values of Nghe An, an important endogenous resource for development, ensuring both rapid and sustainable economic development and the strong cultural identity of Vietnam and Nghe An.

Fifth, take care to build a clean and strong Party organization and political system; strengthen the work of preventing corruption and negativity, practice thrift and combat waste; promote the exemplary role of cadres and Party members at all levels, especially leaders.

Sixth, Nghe An province and Vinh city continue to effectively implement Resolution 36/2021/QH15 dated November 13, 2021 of the National Assembly in the province's socio-economic development; urgently review and propose to the National Assembly to supplement a number of appropriate policies and mechanisms to build Nghe An province in general and Vinh city in particular.

During the visit and working session in Nghe An province, the delegation of the National Assembly Chairman mobilized 3 billion VND to donate to the people of the districts of Quy Chau, Que Phong, and Ky Son, which are suffering a lot of damage caused by floods. Each district was given 1 billion VND to help support and overcome the consequences of natural disasters.
