DNO - This was affirmed by Chairman of the City People's Committee Le Trung Chinh at the seminar "Solutions for developing human resources in science and technology to meet the requirements of building and developing the city in the coming time" organized by the Standing Committee of the City Party Committee on the afternoon of May 16. In his opening speech, Dr. Vo Cong Tri said that the seminar is a practical activity to celebrate Vietnam Science and Technology Day (May 18, 1963 - May 18, 2024), contributing to raising social awareness of the important position and role of intellectuals and their responsibility to the country; encouraging the city's science and technology staff to uphold pride and responsibility, constantly striving to improve their qualities, capacity and qualifications to contribute to the development of the country and the city.

Recognizing the importance and role of intellectuals, over the past time, the city has issued many policies and guidelines on training, attracting, using, promoting and honoring intellectuals to promote their creative capacity; initially creating favorable conditions for intellectuals to operate and develop.

However, in the new context - the context of the rapidly taking place fourth industrial revolution, especially with technological breakthroughs bringing about remarkable changes in employment, production, and quality of life, the city is required to have strong breakthroughs in many fields, especially developing human resources in science and technology to meet new development requirements.

Therefore, it is necessary to have solutions to continue perfecting mechanisms and policies to gather, use, promote, build and develop the city's scientific and technological intellectual team in the spirit of Resolution No. 45-NQ/TW dated November 24, 2023 of the 13th Party Central Committee and Action Program No. 38-CTr/TU dated March 27, 2024 of the Da Nang City Party Committee, contributing to building the city's science and technology human resources.

Human resource development requires practical, effective and synchronous mechanisms and policies, not only to train and develop new human resources, but also to create motivation to retain the scientific and technological staff who are working to continue to dedicate and contribute; to arouse the passion for learning natural sciences for high school students so that they can continue to study and work in science and technology in the future.

In addition, it is necessary to promote international integration and cooperation, attract Vietnamese scientists abroad and foreign experts to cooperate and participate in scientific activities in the country.

According to the report at the seminar, the city currently has 12 universities, in addition to institutes and training departments under the University of Danang, research institutes, training facilities, and training partnerships with universities outside the city. Among these, the University of Danang has the largest intellectual team with more than 2,100 people with university degrees or higher, including more than 110 professors, associate professors, and 450 doctors.

Next is Duy Tan University with more than 1,000 people, including more than 50 associate professors and 170 doctors.

The Union of Science and Technology Associations has 32 member associations with nearly 160,000 members participating in consulting, criticism and social appraisal activities. Meanwhile, the city's artists are gathered in the Union of Literature and Arts Associations with 9 specialized associations and about 1,300 members.

The number of cadres, civil servants and public employees in Da Nang with university degrees or higher accounts for nearly 80%, of which more than 60 are PhDs. The cadre force in the four high-tech sectors has recently received attention for training, especially in the two fields of information technology and biotechnology, most of whom are young cadres.

At the same time, the number of intellectuals is also widely distributed in enterprises (more than 143,000 people), the city military force (more than 300 people), the city border force (more than 200 people), the city police force (about 2,500 people)... In addition, there are experts who are Vietnamese intellectuals abroad who are cooperating with agencies and units in Da Nang.

The seminar listened to many opinions and proposals from delegates on issues such as: human resource development; innovative solutions for training, fostering, attracting, and developing a team of science and technology intellectuals; breakthrough mechanisms for mobilizing resources to build a team of intellectuals; solutions to raise awareness of the position and role of intellectuals in the development of the city and the responsibility of intellectuals to join hands in building the city...

Speaking at the seminar, Chairman of the City People's Committee Le Trung Chinh emphasized that the science and technology sector always has stable and sustainable contributions, participating in the development of all other sectors and fields, thereby contributing to the overall socio-economic development of the city.

In the coming time, the City People's Committee will continue to direct local sectors to promote propaganda about the role of science and technology, create conditions for the science and technology sector to develop, especially enhancing the role of leaders in using intellectual human resources.

The city will continue to prioritize the allocation of resources for science and technology, research many policies to develop science and technology, perfect the policy system for scientific research human resources, especially prioritizing the focus on key economic sectors; focus on attracting leading experts to participate in projects or tasks to meet the needs of socio-economic development of the city.

The Department of Science and Technology conducts research to develop scientific projects more widely. The Party Committee of the Science and Technology Unions regularly innovates its working methods, gathers intellectuals, continues to improve the quality and quantity, participates in projects to contribute ideas and criticism to the city.

Danang University and other universities in the city continue to improve human resource training, increase investment in infrastructure for scientific research and innovation. Danang University needs to continue to play a key role in training and research, meeting the demand for high-quality human resources for the city's economic and social development.
