In February 1698, Le Thanh Marquis Nguyen Huu Canh, then the Governor of Binh Khang, obeyed the order of Lord Nguyen Phuc Chu and marched his troops to the South. This was the first time he had entered Dong Nai - Gia Dinh. He studied the natural geography and the inhabitants, then demarcated the boundaries, established administrative units, assigned people to appropriate positions, and designated the places where patrol stations and town gates should be set up.
In establishing administrative units, Nguyen Huu Canh also followed the organizational system as in the old land. Initially, he established Gia Dinh prefecture on the new land, including 2 districts, Phuoc Long and Tan Binh, taking Dong Nai river and Saigon river as the natural boundary between the two districts.
In Phuoc Long district, now the area of Dong Nai, Ba Ria - Vung Tau, Binh Duong provinces, a small part of Ho Chi Minh City (now Thu Duc City), Tran Bien palace was built (later Bien Hoa province). In Tan Binh district (now Ho Chi Minh City, Tay Ninh province, most of Long An province, a part of Tien Giang province (Go Cong area), Phien Tran palace was built (later Gia Dinh province).
Each district is divided into 4 cantons. Phuoc Long district has 4 cantons: Phuoc Chanh, Binh An, Long Thanh, Phuoc An. Tan Binh district has 4 cantons: Binh Duong, Tan Long, Phuoc Loc and Thuan Cach (changed to Thuan An during the Gia Long dynasty).

On January 8, 1877, the French President, Governor De Mac Mahon, signed a decree officially establishing the city of Saigon. Vice Admiral, Senator, Minister of Navy and Colonies L. Fourichon signed the decree.
This decree was promulgated by the Governor of Cochinchina Duperré throughout the entire colony of Cochinchina by decree dated May 16, 1877. The decree was considered a charter of the city consisting of 9 chapters and 78 articles regulating the organization and management of the city. From then on, Saigon officially became a city.
In order to implement Article 77 of the above Decree, the Commander-in-Chief of Cochinchina appointed Lamy, a contractor in the public works sector, as the first Governor of Saigon City. From its founding until 1931 - when the Saigon - Cho Lon area was established, Saigon City had 25 Governors.

Cho Lon area formerly belonged to some communes and villages of Tan Long district, Tan Binh prefecture, Gia Dinh province.
When the French occupied this area and arranged the administration, most of the old communes and villages of Tan Long district were placed under the Cho Lon inspectorate. The central market area called Cho Lon and the surrounding villages of Tan Phong Thuong commune were separated into the Cho Lon urban center (Center urbain de Cho Lon), in all documents the name "Ville de Cho Lon" was used, under the control of the local administrative inspector of the Cho Lon district.
On June 6, 1865, Vice Admiral De Lagrandière issued a decision to set the temporary boundaries of Ville de Cho Lon.

On April 27, 1931, the French President issued a decree merging the two cities of Saigon and Cho Lon to form the Saigon - Cho Lon area. The Saigon - Cho Lon area was headed by a regional deputy.
Although it is called a merger, the organization of the two cities remains and is still called Municipalité. The Mayors, City Councils and City Committees of the two cities remain. The duties and powers have been reduced because important issues have been transferred to the district chief.
The organization and operation according to the decree can consider the Saigon - Cho Lon area at that time as a form of "federation".
