According to the reporter, in Nam Dinh province, on the night of September 9 and the early morning of September 10, there was widespread heavy rain. In Nam Dinh city alone, the heavy rain lasted for about 2 hours, causing flooding on many streets such as Le Hong Phong, Quang Trung, Tran Bich San, Do Huy Rua, ... in some places, the water was more than 1 meter deep. At the same time, many streets had power outages.
The water flooded so quickly that many households were unable to react in time. Some people's vehicles were submerged in water.
Speaking to reporters last night, the leader of Nam Dinh City People's Committee said that according to preliminary assessments, tonight's rainfall was around 300-400mm. This historic rain has caused widespread flooding in Nam Dinh City. Currently, pumping stations are operating at full capacity to try to drain the water as quickly as possible.
However, due to all the sewers and roads in the city being heavily flooded, coupled with high tides and rising river water, pumping and drainage work encountered many difficulties.
In a hurry to move his belongings, Mr. Vu Van Ha (62 years old, Nang Tinh ward, Nam Dinh city) said: “I have never seen such terrible flooding. It has only been raining for less than 2 hours and water has already flooded into the house. Due to flooding in the middle of the night and power outage, my family did not have time to pack up their belongings, perhaps many assets such as refrigerators, electric cars, etc. will be damaged.”

On Dao Tan street, the water level under the road is up to nearly 90cm in some places.

“To ensure the safety of the people, as soon as the heavy rain occurred, the city urgently directed the functional forces to assist the people at 181 and 207 Hoang Van Thu Street to evacuate to the medical station that night, because these temporary houses were degraded and at risk of collapse. These are also households that must be evacuated,” added the leader of Nam Dinh City People's Committee.
