From today, January 1, 2025, Hoa Lu city officially comes into operation. This is a new city of Ninh Binh province, established on the basis of merging the entire Hoa Lu district and Ninh Binh city, with an area of 150.24km2 and a population of 238,209 people.
Hoa Lu City was established according to the Resolution of the National Assembly Standing Committee (on the arrangement of district and commune-level administrative units of Ninh Binh province, period 2023-2025).

Trang An Eco-tourism Area is located in Trang An Scenic Complex, possessing beautiful natural landscapes, known as "Ha Long Bay on land", and is a leading domestic and international attractive destination.
Before Hoa Lu city was established, Trang An Eco-tourism Area belonged to Ninh Xuan commune, Hoa Lu district. After merging Hoa Lu district and Ninh Binh city, this world-famous tourist area belongs to Ninh Nhat commune, Hoa Lu city, about 5km from the city center.
Tam Coc – Bich Dong tourist area used to belong to Ninh Hai commune, Hoa Lu district; from January 1, 2025, it belongs to Ninh Hai commune (merging Ninh Hai and Ninh Thang communes, Hoa Lu district) of Hoa Lu city. This is an area with beautiful scenery and many leading historical and cultural relics in Ninh Binh.
In recent years, tourism has developed, Ninh Binh province has promoted investment in infrastructure for Ninh Binh city and Hoa Lu district. After merging the two localities, establishing a new city, the infrastructure of Hoa Lu city is synchronized, in the future it will develop rapidly to become the tourist center of the country.
Ninh Binh province strives to build Hoa Lu city in the future as a centrally-governed city, with the characteristics of a "Millennium Heritage City", a creative city of international stature.
Traditional festivals in Hoa Lu city (Ninh Binh city and old Hoa Lu district) are preserved, restored and promoted. Along with the natural beauty, this place is becoming a friendly destination, attracting the largest number of international visitors in Vietnam, bringing in large revenues and creating jobs for tens of thousands of local people.
