1- Da Nang City has an important position in terms of socio-economics, national defense and security in the Central Highlands and the whole country; it is a dynamic and creative developing locality, making good use of local resources, especially harmonious development between economy, urban management with culture - society, national defense and security. Resolution No. 26-NQ/TW, dated November 3, 2022, of the Politburo , "On socio-economic development and ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045"; Resolution No. 43-NQ/TW, dated January 24, 2019, of the Politburo, "On the construction and development of Da Nang City to 2030, with a vision to 2045"; Conclusion No. 79-KL/TW, dated May 13, 2024, of the Central Executive Committee, "On continuing to implement Resolution No. 43-NQ/TW of the 12th Politburo on building and developing Da Nang city to 2030, with a vision to 2045" determined that Da Nang city has an important role and position in the North Central and Central Coast regions as well as in the country. The development of Da Nang city always closely follows the orientation of the Party and State, meeting the expectations of cadres, party members, people and the development requirements of the country.

From a provincial city with a low starting point, limited economy and urban infrastructure, and many difficulties in people's lives, after nearly 30 years of becoming a centrally-run city, Da Nang city has an economic scale and level in the developing group of Vietnam, the economic scale ranks 17th out of 63 provinces and cities; the income and quality of life of the city's people are increasingly improved, the average GRDP per capita in 2025 is estimated to reach more than 5,000 USD; industries and products with competitive advantages, high technology content, especially information technology, high technology, microchip, semiconductor and artificial intelligence industries are focused on development. The urban appearance has changed towards civilization and modernity, connecting with the Central Highlands region with many dynamic, key, large-scale projects invested and put into use, contributing to promoting socio-economic development, promptly serving political and cultural events of national and international significance. The investment environment is assessed as dynamic and open; always among the leading localities in the country in terms of provincial competitiveness index, administrative reform index, information technology application index, smart city construction and digital transformation. In 2024, Da Nang city won many prestigious awards, such as the Excellent Digital Transformation State Agency Award (4th consecutive time); Vietnam Smart City Award (5th consecutive year); ranked 2nd in the provincial green index (PGI); ranked 4th in the local innovation index in 2023 (PII Index); ranked first among 5 centrally-run cities in terms of the Provincial Governance and Public Administration Performance Index (PAPI)…

Da Nang City always determines to develop culture, society, and people synchronously, on par with economic development; maximize the human factor, taking people as the center, the subject, the most important resource and the goal of development. Thanks to that, many practical social security policies, imbued with humanity, aiming at the goal of sustainable social security, bearing the unique brand of Da Nang, such as the city program of "5 no", "3 yes", "4 safe", contributing to improving the quality of people's lives. The work of building and rectifying the Party and the political system is focused on; the staff has matured in many aspects, always having a sense of responsibility in performing public duties and serving the people. National defense and security are maintained, social order and safety are ensured, becoming a trusted destination for domestic and international friends. The prestige and position of Da Nang City are increasingly affirmed.

In particular, 2024 is the year of mechanism and policy building for Da Nang city. Da Nang city has been proactive with high determination and great efforts in consulting and the Central Government has issued many specific mechanisms and policies as a foundation for the city's development with a very new approach ⁽¹⁾ . In addition, the Government and the Prime Minister have issued many decrees and resolutions to remove difficulties and shortcomings of Da Nang city, including Resolution No. 114/NQ-CP, dated September 18, 2024, "On determining the administrative boundaries between Thua Thien Hue province and Da Nang city left by history" in the direction of assigning Da Nang city to manage the south of Hai Van mountain and Son Cha island. The above mechanisms and policies demonstrate the special attention of the Central Government to the Party Committee, government and people of Da Nang city, with the expectation of faster and more breakthrough development in the new period, together with the whole country entering a new era, the era of national growth, the era of development and prosperity.

2- However, in addition to the achieved results, Da Nang city also frankly admitted that there are still some limitations compared to the requirements of becoming the economic center of the North Central and Central Coast regions, that is, economic growth has not had a breakthrough, there is not much room for development; the scale of the economy is still small, not commensurate with the potential, opportunities, competitive advantages, labor productivity is not high; attracting foreign investment mainly in the fields of tourism and services, there are not many high-tech projects, source technology. State management in a number of fields, especially investment, land, construction order, still has some shortcomings; many projects are slow to implement, slow to hand over, suspended projects causing waste, environmental pollution, greatly affecting people's lives, causing frustration among the people. Although the crime and law violations situation is under control, there are still many potential risks of complicated developments, especially juvenile crimes, drug crimes, high-tech crimes, etc.

3- To meet the requirements of the Central Government and the expectations of the city's people, with the goal of "By 2045, building Da Nang city into a large, ecological and smart city, a center for startups, innovation and a livable coastal city of Asian standards" according to Resolution No. 43-NQ/TW, Da Nang city continues to implement the strategic orientations for Da Nang city development to 2030, with a vision to 2045, to affirm its role and position in the region, becoming a large city of the country with improved quality of life for the people, truly a "livable city". In which, focusing on a number of key orientations and solutions such as:

Firstly, build and implement specific mechanisms and policies to maximize the outstanding opportunities and pioneering and leading role of Da Nang city in the North Central and Central Coast regions.

In particular, focusing on early promotion and implementation of specific mechanisms and policies to build and develop Da Nang city in the spirit of Resolution No. 43-NQ/TW, Conclusion No. 79-KL/TW, Resolution No. 136/2024/QH15 with many unprecedented contents, applied in new fields, such as piloting financial mechanisms; carbon credit offset exchange; attracting strategic investors in a number of semiconductor and artificial intelligence industries; policies on controlled testing, science and technology development, innovation, etc. Proactively complete and submit to the Prime Minister for approval the Project to establish Da Nang Free Trade Zone; form and promote calling for strategic investors in functional sub-areas of Da Nang Free Trade Zone, creating momentum to promote production, logistics services, and trade services of Da Nang city in the period of 2026 - 2030 and the following years; Research and implement sea encroachment plans based on legal regulations, opening up new sea and land spaces for the city. Urgently concretize Notice No. 47-TB/TW, dated November 15, 2024, of the Politburo, "On building a regional international financial center in Vietnam", especially proactively coordinate with the Ministry of Planning and Investment and central ministries and branches to develop a draft resolution of the National Assembly on establishing a regional and international financial center in Vietnam, striving to advise the Government to submit to the National Assembly at the 9th Session of the 15th National Assembly (expected in May 2025). Speed ​​up the selection of qualified investors to carry out overall investment and manage, exploit and operate Lien Chieu port in accordance with the direction of the General Secretary. Issue a plan to implement the National Assembly's special resolution on removing difficulties in implementing inspection, examination and judgment conclusions in 3 localities, most of which are related to Da Nang city with nearly 1,350 projects that have existed for many years will be removed, contributing to unlocking resources and promoting Da Nang city's breakthrough growth in the new period. In addition, continue to research and propose special mechanisms and policies in the direction of doing things that are clear and have been proven effective in practice, and doing new, complicated but urgent things on a pilot basis with the ultimate goal of building and developing Da Nang city, creating momentum for the development of the North Central and Central Coast regions and the whole country.

Second, economic development is based on strong innovation of the growth model, taking science - technology, innovation, and digital transformation as the main driving force.

In the context of integration, especially before the explosion of the Fourth Industrial Revolution, science - technology and people are two key factors, the key to renewing the growth model, improving the quality of growth, the competitiveness of the economy of Da Nang city, towards rapid and sustainable growth. Therefore, Da Nang city continues to maintain a reasonable economic structure with the proportion of the service sector; industry and construction; agriculture, forestry and fishery at about 60 - 65%; 25 - 30% and 2 - 3% respectively; ensuring sustainable development of key economic sectors, gradually and fundamentally transforming sectors and fields with low added value to sectors and fields with high value; Perfecting institutions to develop new economic models associated with the application of digital technology, startups, and innovation, with 3 pillars: 1- Developing the service industry to create great added value, promoting the strengths of tourism, a spearhead economic sector, with international brands; 2- Strongly developing industry, especially high-tech industry and information technology, electronics, and telecommunications in line with the trend of the Fourth Industrial Revolution associated with the construction of e-government, smart cities, and digital economy; 3- Continuing to invest in developing the marine economy associated with protecting security, sovereignty over seas and islands; developing agriculture to serve urban areas and tourism.

Focus on developing strategic infrastructure that is synchronous, smooth, fast-growing, green, convenient, modern and smart, especially focusing on effectively exploiting space, sea space and underground space. Researching mechanisms and policies that are truly open, modern, suitable for the reality, conditions and circumstances of Vietnam and Da Nang city. Further promoting digital transformation in management, development and investment attraction, creating favorable conditions for people and businesses, especially researching and developing artificial intelligence based on data on society, health, education, economy, national defense - security, resources, cultural traditions and history of Da Nang city; identifying databases as resources of Da Nang city to develop artificial intelligence, cloud computing, internet of things. Establish a national innovation and startup center in Da Nang city... Promote and attract selective investment, especially in high-tech parks, concentrated information technology parks, industrial parks with key markets and countries with policies to shift investment flows, linking investment attraction with ensuring national defense - security and environmental protection.

Continue to build and perfect mechanisms and policies on science and technology, focusing on promoting the application, transfer and commercialization of scientific research results. Prioritize resources and international cooperation in investing in infrastructure development associated with promoting research, application and transfer of achievements of the Fourth Industrial Revolution and developing a startup and innovation ecosystem. Build and develop the city's high-tech park to become an international-class, highly competitive science and technology - innovation urban area.

Third, develop synchronous and focused infrastructure, connect the Central region - Central Highlands, develop the East - West Economic Corridor, Mekong Sub-region; promote regional and international cooperation and connectivity.

Focus on mobilizing resources to effectively implement Resolution No. 26-NQ/TW, Resolution No. 43-NQ/TW; Adjusting the master plan of Da Nang city to 2030, vision to 2045 and the Da Nang city planning for the period 2021 - 2030, vision to 2050.
