On the morning of April 5 in Hanoi, the National Committee on Vietnamese Youth in coordination with the National Assembly's Committee on Culture and Education, the Vietnam Veterans Association, and the Central Youth Union organized a National Forum with the theme "Policy for youth volunteers".
Policy recommendations for youth volunteers in the new situation
Co-chairing the forum were Mr. Bui Quang Huy - First Secretary of the Central Youth Union, Chairman of the National Committee on Vietnamese Youth; Mr. Ta Van Ha - Vice Chairman of the National Assembly's Committee on Culture and Education; Mr. Vu Trong Kim, Chairman of the Central Committee of the Vietnam Veterans Association; Mr. Nguyen Tuong Lam - Secretary of the Central Youth Union, Permanent Vice Chairman of the National Committee on Vietnamese Youth.
On behalf of the organizing committee, Mr. Ta Van Ha said the forum was organized with the aim of contributing to raising awareness among young people and the whole society about policies for youth volunteers.
At the same time, identify the shortcomings of policies as well as in the implementation of policies for this force, recommend the National Assembly, the Government, ministries and localities to decide on more appropriate policies for youth volunteers.

In addition to direct connections, the forum is connected online to 63 provincial and municipal youth union points nationwide. Many questions were raised by young people to better understand the Party and State's policies and guidelines for youth volunteers and the implementation of these policies in practice.
Ms. Le Thi Nguyet (Ha Tinh) is concerned about specific instructions for sectors and levels to prioritize recruitment of youth volunteers after completing their tasks?
Answering this question, Ms. Luong Thi Hai Anh - Deputy Director of the Department of Youth Affairs (Ministry of Home Affairs), said that the State currently has two laws related to civil servants, namely the Law on Civil Servants and Public Employees and the Law on Public Employees, which include regulations on recruitment for this group.
The Government also issued Decree 138 on recruitment, employment and management of civil servants and Decree 115 regulating the recruitment, employment and management of public employees.
Decree 138 stipulates that one of the priority subjects in recruitment is that youth volunteers who have completed their duties for 20 months or more will be given 2.5 priority points in round 2 when successfully recruited as civil servants.
Decree 115 also stipulates that youth volunteers participating in civil servant recruitment exams will also receive an additional 2.5 points when entering round 2.
In addition, every year, competent authorities will issue plans and widely disseminate information on civil servant and public employee recruitment exams so that candidates with sufficient qualifications, capacity, and suitability for the job position can participate in the exam.
Mr. Le Minh Khoa - Commander of the Ho Chi Minh City Youth Volunteer Force sent a petition to the Ministry of Home Affairs to study and have specific regulations on the model of youth volunteer organization, to ensure that the State's policies are implemented promptly and synchronously for current youth volunteers.
Ms. Hai Anh said that the Ministry of Home Affairs has been closely coordinating with the Central Youth Union to evaluate youth volunteer models and make recommendations to competent authorities to come up with appropriate forms to best promote the role of youth and youth volunteer organizations in the process of building and developing the country.
Support clubs, teams, and volunteer groups
Ms. Do Thi Kim Hoa - Director of the National Volunteer Center - said that by 2030, the Youth Union and Association will orient, support and promote 3,000 volunteer teams, groups and clubs.
In particular, the Central Youth Union determined to carry out tasks such as training the executive board, accompanying clubs, teams, and groups in the area, organizing forums to exchange experiences between provincial and municipal Youth Unions and teams, commending and rewarding, and building an information portal connecting with clubs, teams, and groups.
Currently, 100% of volunteers in the National Volunteer Network are granted volunteer certificates from the center.
