Prime Minister Pham Minh Chinh has just signed Decision No. 713/QD-TTg dated April 3, 2025 to establish a Working Group on enhancing cooperation and proactively adapting to adjustments in US economic and trade policies (Working Group).
Deputy Prime Minister Bui Thanh Son is the Head of the Working Group. The Deputy Head of the Working Group is the Minister of Industry and Trade.
Members of the Working Group include: Minister of Finance; Governor of the State Bank of Vietnam and leaders of the following ministries and agencies: Foreign Affairs, National Defense, Public Security, Agriculture and Environment, Science and Technology, Construction, Health, Culture, Sports and Tourism, and the Government Office.
In addition, the Working Group members also include leaders of other relevant agencies as decided by the Group Leader.
Functions, tasks and powers of the Working Group
The working group is tasked with assisting the Prime Minister in closely monitoring developments in the world and the region, especially adjustments to the US economic and trade policies, to proactively advise, propose and recommend to the Government and the Prime Minister measures to flexibly, promptly, appropriately and effectively adapt to the world and regional situation and the US policy adjustments in the coming time, overcome challenges, seize opportunities, continue to maintain a peaceful and stable environment, a favorable foreign situation, and maximize external resources for the country's growth and development;
The working group directs and coordinates between ministries, agencies and localities to carry out assigned requirements and tasks.
Organization and operation of the Working Group
The working group works part-time, promotes personal responsibility and exercises powers and responsibilities according to the Government's Working Regulations, authority and legal regulations.
The Ministry of Industry and Trade is the standing agency of the Working Group, responsible for presiding over and coordinating with the Ministry of Finance, the Ministry of Foreign Affairs and relevant agencies and using the existing apparatus to organize the implementation of tasks assigned by the Working Group, ensuring that the Ministry's staffing is not increased as assigned by competent authorities.
The Ministry of Foreign Affairs is responsible for directing Vietnamese representative agencies abroad to regularly monitor the situation, update, exchange information, make proposals and recommendations; promptly synthesize and report to the Head of the Working Group on related issues.
Relevant ministries and agencies are members of the Working Group according to their functions and tasks, regularly review and promptly provide information, proposals and recommendations to the Ministry of Industry and Trade and the Ministry of Foreign Affairs for synthesis and reporting to the Head of the Working Group.
The Head of the Working Group considers and decides on the establishment of a Support Group (if necessary).
Every third week or upon request of the Working Group Leader, the Standing Body of the Working Group shall synthesize and report to the Prime Minister and the Working Group Leader on the implementation of assigned tasks.
The working group will dissolve itself after completing its tasks./.
