Establishment of State Bank Region 7

On April 4, 2025, in Thanh Hoa, the State Bank of Vietnam organized the announcement of the decision and launched the State Bank of Region 7. At the same time, it held a conference on Promoting bank credit to contribute to promoting economic growth in Region 7.

This event was chaired by Mr. Pham Quang Dung, Deputy Governor of the State Bank; Mr. Nguyen Doan Anh, Secretary of Thanh Hoa Provincial Party Committee; Mr. Nguyen Van Thi, Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of Thanh Hoa Provincial People's Committee.

In addition, there were also leaders of provinces, leaders of relevant departments/sectors, socio-political organizations, professional associations and a number of enterprises from 4 provinces: Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa.

Mr. Pham Quang Dung, Deputy Governor of the State Bank of Vietnam and Director of State Bank Region 7 Tran The Hung presented the decision to appoint 4 Deputy Directors of State Bank Region 7.

According to the establishment decision of the State Bank of Vietnam, State Bank Region 7 was established on the basis of merging State Bank branches in the provinces: Nam Dinh, Ha Nam, Ninh Binh, Thanh Hoa. After its establishment, the headquarters of State Bank Region 7 was located in Thanh Hoa.

The Governor of the State Bank has also issued decisions on personnel transfers and appointments in Region 7. Specifically: Mr. Tran The Hung, Deputy Director of the Internal Audit Department of the State Bank, holds the position of Director of the State Bank Branch in Region 7.

The Deputy Directors of the State Bank of Region 7 include: Mr. Tong Van Anh, Mr. Dang Van Kim, Mr. Nguyen Van Khiet, Mr. Ngo Lam Son. At the Conference, Deputy Governor of the State Bank of Vietnam Pham Quang Dung presented the decision to the Board of Directors of the State Bank of Region 7 and the heads and deputy heads of departments.

After the reorganization, the total number of civil servants and employees in Region 7 is 193 people. The organizational structure of the State Bank of Region 7 after the reorganization includes 7 departments: General Department; Regional State Bank Inspectorate; Department of Management and Supervision of Banks, Foreign Bank Branches and Other Organizations; Department of Management and Supervision of People's Credit Funds, Microfinance Institutions, Microfinance Programs and Projects; Accounting - Payment Department; Monetary - Treasury Department; Administration - Personnel Department.

Also at this event, the conference on Promoting bank credit, contributing to promoting economic growth in Region 7, part of a series of conferences organized by the State Bank at State Bank branches in the regions, was held. The conference discussed solutions to achieve the credit growth target, contributing to promoting economic growth.

Ensuring smooth, safe and efficient operations

Also on April 4, 2025, the working delegation of the State Bank of Vietnam led by Deputy Governor Pham Quang Dung worked with the banking system of Region 7 to promptly grasp the operational situation, difficulties, problems, and proposals after the State Bank of Region 7 started operating under the new model.

Reporting at the meeting, Director of State Bank Region 7 Tran The Hung said that immediately after the merger with the new model, State Bank Region 7 proactively and actively followed the content, orientation, and implementation plan of key tasks and instructions of the State Bank of Vietnam on the establishment of the State Bank region to ensure the implementation on schedule and requirements.

At the same time, fully prepare the necessary conditions and facilities to arrange the organization and civil servants in the area, ensuring that the bank's operations in the area are smooth, continuous, safe and effective.

At the meeting, representatives of the leaders of commercial bank branches and credit funds in the area reported on the current operations of the units, the impact of the new operating model of the State Bank of Region 7 on the operations of credit institutions. Along with that, they raised some difficulties, problems and made recommendations and proposals. Representatives of the units and departments under the Central State Bank also discussed and satisfactorily answered the recommendations.

Concluding the working session, Deputy Governor Pham Quang Dung answered and clarified recommendations and proposals from the State Bank of Region 7 and credit institutions in the region; at the same time, he gave many instructions and orientations on organization and operation in the coming time.

The Deputy Governor requested to urgently coordinate with specialized units to focus on reviewing, completing the promulgation and implementation of internal procedures and regulations of the State Bank of the Region, and information technology systems related to the State Bank of the Region's operations to ensure safety and smoothness.

The State Bank of Region 7 needs to seek support from local authorities in the provinces in the region to effectively perform its function of managing monetary, credit and banking activities in the area. Monitor and closely follow the activities of credit institutions to promptly direct and orient the activities of credit institutions in accordance with the policies and directions of the Government, the Prime Minister and the State Bank of Vietnam on banking activities; promptly grasp and resolve arising problems.

At the same time, perform well the function of managing monetary and banking credit activities in the area; strengthen supervision, management, inspection and examination.

Currently, the State Bank of Vietnam has completed the reorganization of 63 State Bank branches in provinces and cities into 15 regional State Banks, ensuring state management, payment activities, monetary security, and treasury for the banking system.
