Establishment of the Union of Vietnamese Organizations in the Russian Federation

The 4th Congress of Vietnamese Delegates in Russia unanimously approved the establishment of the Union of Vietnamese Organizations in Russia, reflecting the characteristics of a community estimated to have nearly 100,000 compatriots.

At the 4th Congress of Vietnamese Delegates in Russia, held on December 14 (local time) at the headquarters of the Vietnamese Embassy in Moscow, the leaders of the Association of Vietnamese in Russia proposed developing this organization into the Union of Vietnamese Organizations in Russia, to properly represent the characteristics of the community estimated to have nearly 100,000 compatriots, and the congress unanimously approved.

According to a reporter at VNA in Russia, the Congress also decided to immediately organize the first Congress of the Union to perfect the apparatus, and at the same time democratically consult to elect the first Presidium to elect the chairman and members of the Standing Committee and Inspection Committee of the new organization.

With prestige and responsibility to the community since the establishment of the Association, businessman Do Xuan Hoang was elected by the Congress as Chairman of the Union of Vietnamese Organizations in the Russian Federation, term 2024-2029.

The event also commemorates the 20th anniversary of the establishment of the Association of Vietnamese People in the Russian Federation, towards the 75th anniversary of the establishment of diplomatic relations between the two countries and major holidays of the two countries in 2025.

Attending the Congress were 52 representatives of leaders of Vietnamese Associations in cities, Russian entities, member associations, Vietnamese Ambassador to Russia Dang Minh Khoi and representatives of departments and agencies next to the Embassy.

The Congress received congratulatory letters and flowers from many agencies and organizations, including letters from the Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, the Central Committee for Mass Mobilization, and the State Committee for Overseas Vietnamese, all of whom recognized the role of the Association and believed in the further development of the Association in connecting overseas Vietnamese, helping the community integrate into the local community, preserving cultural identity, turning towards the homeland, and actively contributing to the friendly relations between the two countries and peoples.

On the host country side, Vice Chairman of the Foreign Affairs Committee of Saint Petersburg Vyacheslav Kalganov sent his congratulations to the Congress, emphasizing that cooperation between the city and localities of Vietnam could not be effective without the support of the Association, and that the activities in the city with the accompaniment of the Association have been widely spread and known in Vietnam.

Reporting to the Congress, Chairman Do Xuan Hoang summarized the results of the Association's activities in the 3rd term. Although the term had many objective difficulties, the Association maintained active, continuous and effective activities and was evaluated as a typical Vietnamese community abroad.

Thanks to the efforts of the entire community, the consultation and coordination with the Embassy, ​​the Association's activities focus on three groups of tasks: solidarity, community building and development; looking towards the homeland; and people's diplomacy.

The Association has gathered the vast majority of Vietnamese people and units living, studying and doing business in the host country, through the "Tradition and Friendship" Fund to sponsor Vietnam-Russia cooperation activities, through the "Enlightenment" Fund with Ambassador Dang Minh Khoi as Honorary President to encourage and motivate Vietnamese students with outstanding achievements in studying, scientific research and culture and sports.

Mr. Do Xuan Hoang hopes that these three orientations will not only be a guideline for the Association's leaders, but also be understood and grasped by each overseas Vietnamese, thereby becoming more aware of their position in the organization as a part of the Great National Unity Bloc, feeling more clearly the connection with the homeland, as well as successfully integrating and building a stable life in many cities of the country that occupies 1/6 of the world's area.

At the Congress, Ambassador Dang Minh Khoi praised the Association's role in gathering and mobilizing people, building a broad solidarity bloc, unifying activities, supporting people to consolidate their legal status in the host country, promoting economic development, for the community to be stable and develop in the long term, while protecting the legitimate interests and rights of people, taking the lead in helping people in difficult times, organizing many sports and mass cultural activities in Russia, connecting businesses, supporting and consulting on economic, trade and investment development in the two countries, and especially actively participating in activities of the Party and State for Vietnamese people in the country such as the Patriotic Emulation Congress, the Homeland Spring program, visiting Truong Sa, etc.

Ambassador Dang Minh Khoi hopes that the Union will soon issue an action plan to implement the charter, innovate its operating methods to become a center of community solidarity, a solid bridge between the people and the Embassy, ​​together preserving traditional values, preserving national cultural identity, contributing to the development of the country according to their capabilities both materially and intellectually.

On the occasion of the Congress, the Association of Vietnamese in the Russian Federation and two key members of the 3rd term, President Do Xuan Hoang and Permanent Vice President Tran Phu Thuan, were honored to receive the Third Class Labor Medal from the President of the Socialist Republic of Vietnam, a worthy and extremely meaningful reward at a time when the Association enters a new stage of development, accompanying the new era of the whole nation./.
