The Policy Advisory Council is an advisory organization with the function of researching, advising and recommending to the Prime Minister in the management, direction and operation of socio-economic development.
Specifically, the Prime Minister decided to establish a Policy Advisory Council (Council) consisting of the following members:
1- Mr. Tran Quoc Khanh, former Deputy Minister of Industry and Trade, Standing Member of the Council.
2- Mr. Le Quang Hung, former Deputy Minister of Construction.
3- Mr. Tran Ngoc Liem, former Deputy Inspector General of the Government.
4- Mr. Nguyen Sy Dung, former Deputy Head of the National Assembly Office.
5- Mr. Tran Dinh Thien, former Director of Vietnam Economic Institute.
6- Mr. Hoang Van Cuong, Vice Chairman of the State Council of Professors.
7- Mr. Huynh Quyet Thang, Director of Hanoi University of Science and Technology.
8- Mr. Pham Hong Chuong, Director of National Economics University.
9- Ms. Nguyen Thi Lan, Director of Vietnam Academy of Agriculture.
10- Mr. Can Van Luc, Chief Economist of BIDV.
Functions and duties of the Council
The Council is an advisory organization with the function of researching, consulting and recommending to the Prime Minister in the management, direction and operation of socio-economic development.
The Council's mission is to research and advise the Prime Minister on medium- and long-term strategies, plans, projects, and policies for socio-economic development; annual socio-economic development plans. Analyze, forecast, and evaluate the situation and results of implementing socio-economic development plans, strategies, projects, and policies for economic development; on that basis, advise and recommend to the Prime Minister measures and solutions to improve implementation efficiency or propose amendments and supplements to mechanisms and policies to achieve the set goals.
At the same time, advise and recommend to the Prime Minister solutions and measures to promptly respond to unusual fluctuations in the domestic and international socio-economic situation. Participate in giving opinions on major socio-economic reports and projects of the Government and the Prime Minister submitted to the Central Executive Committee, the Politburo, the Secretariat, the National Assembly, and the National Assembly Standing Committee under the direction of the Prime Minister.
The Council proactively works with ministries, branches, localities, agencies, institutes, and research centers; requests ministries, branches, localities, agencies, institutes, and research centers to provide documents, materials, and data information; is regularly provided by the Government Office with documents, materials, and data information related to the performance of the Council's functions and tasks.
In addition, the Council is consulted by consultants and collaborators who are domestic and international scientists and economists, Vietnamese people residing abroad; working or retired managers, domestic and international research agencies to perform the functions and tasks of the Council; is invited to attend conferences, meetings, working delegations of the Government, the Government Standing Committee, and the Prime Minister with content related to the performance of the functions and tasks of the Council.
