Pursuant to Document 746 dated February 12, 2025 of the Vietnam Road Administration on preparing to hand over the task of testing and issuing driving licenses, Mr. Lai The Khai - Deputy Director of the Department of Transport of Thanh Hoa province signed an official dispatch on temporarily suspending administrative procedures for issuing, exchanging and re-issuing driving licenses.

Specifically, on February 13, the Thanh Hoa Department of Transport issued a document announcing the temporary suspension of receiving administrative procedures for issuing and reissuing driving licenses from February 14 to serve the task of handing over to the police force.

In particular, cases of renewing driving licenses that are due will be accepted until 4:30 p.m. on February 17; for overdue applications, the examination will be held on February 16.

After the above document, Mr. Nguyen Van Thi - Vice Chairman of Thanh Hoa Provincial People's Committee issued a document directing and requesting the Department of Transport to continue receiving administrative procedures for issuing and reissuing driving licenses at the Provincial Public Administration Service Center and post offices in the province until officially handing over to the provincial police agency.

The Vice Chairman of the province also assigned the Department of Transport to coordinate with the provincial police and the provincial Public Administration Service Center to fully prepare the contents related to the task of issuing, exchanging and re-issuing driving licenses so that the handover can be organized immediately upon request from the Central agency.

Ha Tinh stops organizing driving license exams

On February 18, Mr. Nguyen Quang Son - Head of the Department of Transport, Vehicles and Drivers Management, Ha Tinh Department of Transport said that the Department of Transport has just announced the suspension of organizing driving license exams from February 17.

The suspension of driving license testing is being carried out to prepare for the transfer of driving license testing and issuance tasks to the police force.

To avoid backlog of documents, affecting people's rights, from February 18 until there is an official document from the Central Government, Ha Tinh Department of Transport will limit and only accept to issue and renew driving licenses that expire between February 18, 2025 and March 5, 2025.

Citizens who have submitted applications for issuance, renewal or re-issuance of driving licenses to the Ha Tinh Department of Transport from February 17 and before but have not been granted a driving license should directly contact the Department's Department of Vehicle and Driver Management for instructions on supplementing, completing or taking the next steps.

Mr. Nguyen Quang Son said that implementing the Law on Road Traffic Safety and Order, which took effect from January 1, 2025, before and after the Lunar New Year, people's demand for driving license renewal increased. If before, the unit received 20-30 applications per day, then before and after Tet until now, the number of people bringing applications to do the renewal procedure has increased 2-3 times.
