In 2024, despite many difficulties and challenges, with the timely and close leadership of the Provincial Party Committee, the drastic and flexible direction of the Provincial People's Committee; the efforts of all levels, sectors and people of ethnic minorities and mountainous areas, the socio-economic situation, national defense and security in ethnic minorities and mountainous areas of Thanh Hoa province continued to change positively. The material and spiritual life of the people was stable and gradually improved; infrastructure continued to be strengthened; education and health care in ethnic minority areas made much progress; ethnic cultural values ​​continued to be preserved and promoted; legal education and dissemination had positive changes; the political system was built, consolidated and developed...

Specifically, Thanh Hoa province has achieved many achievements in socio-economic development. In particular, the growth rate reached 12.16%, ranking 2nd in the country; state budget revenue reached 56,735 billion VND, exceeding 59.5% of the estimate, increasing 31.4% over the same period last year, the highest ever, ranking first in the North Central region and 7th in the country.

Along with the general achievements of the province, the ethnic minority and mountainous areas of Thanh Hoa have also achieved many positive results in many fields. In general, in 2024, the economic, cultural, social, defense and security situation of the ethnic minority and mountainous areas of the province is stable, and people's lives are significantly improved.

Poverty reduction continues to be an impressive achievement in the mountainous areas of the province. According to the results of the review of poor and near-poor households in 2024 in Thanh Hoa province, 11 mountainous districts still have 14,911 poor households (accounting for 6.30%) and 26,340 near-poor households (accounting for 11.13%). Compared to 2023, the mountainous areas of the province have reduced the number of poor households by 4.73% and the number of near-poor households by 2.94%. Particularly, poor ethnic minority households in 11 mountainous districts have decreased by 6.73% compared to 2023; near-poor ethnic minority households have decreased by 3.42%.

In addition, by December 16, 2024, 11 mountainous districts had 80 communes and 730 villages/hamlets meeting new rural standards (NTM), 9 communes meeting advanced NTM standards; 1 commune (Hai Long, Nhu Thanh district) and 65 villages/hamlets meeting model NTM standards. The mountainous area of ​​the province had 144 OCOP products with 3 stars or more, including 1 4-star product.

In particular, the National Target Program 1719 has significantly contributed to gradually narrowing the gap in living standards and income of ethnic minority and mountainous areas compared to the average of the whole province and the whole country; gradually reducing the number of communes and villages with special difficulties. It is estimated that by 2024, the average income of this area will reach 42.62 million VND/person/year.

At the Conference, there were many opinions shared, exchanged, and clarified about the results achieved in 2024, as well as the directions and tasks to be implemented in 2025.

Accordingly, in 2025 and the following years, Thanh Hoa will continue to accelerate the implementation of National Target Programs; especially National Target Program 1719; strengthen coordination with relevant units to guide and direct the implementation of ethnic programs and policies. The province aims to reduce the poverty rate in ethnic minority areas by an average of 3%/year or more by 2025.
