In order to concretize the directions of the Prime Minister and the Provincial Party Secretary on accompanying the investor and construction units of the 500 kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) at the online conference on the implementation status of construction in the three provinces of Thanh Hoa, Nghe An, Ha Tinh (July 22), on the morning of July 24, comrade Mai Xuan Liem, member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Mai Xuan Liem chaired a conference with Vietnam Electricity Group (EVN) on the support for the construction of the project, the section through Thanh Hoa province.

The 500 kV line 3 project passing through Thanh Hoa has 2 component projects. By June 30, the 500 kV Nam Dinh 1 - Thanh Hoa Line Project was completed and energized on schedule.

Currently, the Quynh Luu - Thanh Hoa section, including 166 column foundation positions and 82 anchorage spaces (KN), has completed all foundation casting work. The entire construction site is constructing columns at 142 positions, has completed pulling 11 KN wires and is pulling 25 KN wires.

To meet the urgent schedule and complete the project's energization as directed by the Prime Minister at the online meeting on July 22, the Central Power Project Management Board - representing the investor, proposed that Thanh Hoa province continue to support propaganda and urge households with remaining houses and constructions to dismantle and relocate out of the safety corridor and collect and clear remaining trees. At the same time, pay attention to supporting the approval of compensation plans for the remaining foundation and route corridor locations; support the resolution of problems and issues arising during the construction process, including those related to the return of public roads, inter-village and inter-commune roads, and organize security and order for construction in cases of intentional obstruction of construction.

In particular, the investor made specific proposals for some problems such as: The People's Committee of Nhu Thanh district completed the construction security plan for wire pulling work at columns 70-71 and 71-72 in Thanh Ky commune because households had received compensation according to the approved plan but prevented the construction unit from pulling the wire; The People's Committee of Nghi Son town resolved problems at some locations where people requested not to receive compensation for land acquisition due to overlapping areas.

The investor also proposed that the locality support resources in the work of restoring the ground and roads during the construction process; propaganda, mobilization and support in the work of dismantling houses, architectural works, cutting down and clearing remaining trees in the corridor of the route to ensure power supply and operation.

After listening to the investor's recommendations and opinions from sectors and localities, Vice Chairman of the Provincial People's Committee Mai Xuan Liem affirmed: Thanh Hoa Province is committed to mobilizing the highest resources to accompany the investor and construction units, determined to complete the project in accordance with the direction of the Prime Minister.

He requested that sectors and localities focus on leading and directing the implementation of tasks under their responsibilities, especially the work of clearing remaining problems in the route corridor, creating the most favorable conditions for contractors to pull wires, accept and energize the project.
Based on the specific recommendations of the investor, he assigned the sectors and units to have plans to mobilize human resources and materials to support the investor and the construction units. Specifically, he assigned the Provincial Military Command to arrange forces to support the investor and contractors to restore the public service roads. Regarding the time and number of mobilized personnel, the Provincial Military Command will agree with the investor to proceed with the implementation.
Regarding security and order, he requested the National Power Transmission Corporation to coordinate directly with the provincial police and local authorities to handle specific situations according to actual requirements. Accordingly, for construction items that have ensured the prescribed order and procedures, if there is any obstruction of construction, it will be strictly handled according to regulations.
The comrade assigned localities to complete all work related to the clearance of trees and crops in the corridor before August 1, 2024. At the same time, assigned the Provincial Fatherland Front, the Provincial Women's Union, and the Provincial Youth Union to arrange provincial delegations to visit, encourage, and provide logistical support to the construction force at the construction site; to do a good job of information, propaganda, and mobilization, to create consensus, unity, and mobilize participation and support from all people for this project of special importance and significance.
He also requested the investor to closely coordinate with the locality during the construction process; review and direct the contractor to restore damaged traffic infrastructure during the construction process as committed.
