July 2025, start construction of Hoa Lac - Hoa Binh expressway and renovate and upgrade National Highway 6, Xuan Mai - Hoa Binh section

Hoa Lac - Hoa Binh Road Phase 1 is under operation.

On March 20, 2025, Deputy Prime Minister Tran Hong Ha signed Decision No. 653/QD-TTg approving the adjustment of the investment policy for the Hoa Lac - Hoa Binh road construction investment project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section under the public-private partnership model. Accordingly, the length of the Hoa Lac - Hoa Binh section will be reduced from 25.69 km to 23.04 km; in which the starting point of the route will be kept at km 6+680 (coinciding with the end point of the Thang Long Avenue Expressway Construction Investment Project, the section connecting from National Highway 21 to Hoa Lac - Hoa Binh road) in Yen Binh commune, Thach That district, Hanoi city. The end point of the route will be changed from km 32+367 to km 29+716 on Hoa Lac - Hoa Binh road (intersecting with National Highway 6 at km 65+400) in Trung Minh ward, Hoa Binh city. Maintain the scope of National Highway 6, Xuan Mai - Hoa Binh section. Expand the scale of Hoa Lac - Hoa Binh road according to expressway standards (TCVN 5729: 2012) 6 lanes, design speed 100 km/h; build a system of service roads, intersections, rest stops, traffic safety systems, works serving exploitation, control centers, toll stations... ensuring synchronization and efficiency according to current standards and regulations.

The project is expected to be implemented from 2014 to 2028. Of which, the project is currently in operation from 2014 and will be put into operation in 2018; the adjusted scale will be implemented from 2023 to 2028 (project preparation, implementation for the adjusted part from 2023 to 2027, completion and put into operation in 2028). The total preliminary adjusted investment is about 10,475 billion VND. The People's Committee of Hoa Binh province is assigned as the competent authority to preside with the People's Committee of Hanoi city and relevant agencies to organize the preparation of the project's feasibility study report; carry out the procedures for project investment appraisal and approval; organize the implementation of the project to ensure quality, progress, efficiency, and prevent negativity and waste...

The Provincial Steering Committee for Key Projects is urgently directing the completion of necessary procedures, especially site clearance to start the project. Comrade Nguyen Phi Long, Secretary of the Provincial Party Committee, Head of the Provincial Steering Committee for Key Projects, highly appreciated the efforts of the Provincial People's Committee, agencies, units and localities in implementing procedures for the Government to approve the adjustment of the project policy under the public-private partnership model.

The Provincial Party Secretary directed the establishment of a special working group headed by the Vice Chairman of the Provincial People's Committee with the spirit of "action, determination, efficiency" to direct departments and branches to thoroughly resolve problems within their authority, especially shortening administrative procedures to start the project on July 1, 2025. All levels, branches, Hoa Binh city, and investors need to coordinate closely with a high sense of responsibility to implement the project to ensure progress. The Standing Committee of the Provincial Party Committee led the Provincial People's Committee to direct the Provincial Traffic Construction Investment Project Management Board and the investor to propose the project. Relevant agencies and units urgently coordinate to develop, appraise, and approve environmental impact assessment reports, feasibility study reports to adjust the project, approve technical designs, etc. Submit to the Provincial People's Council to add the project to the medium-term public investment plan for the period 2021 - 2025; Review and adjust the 2025 public investment capital plan to supplement projects according to regulations.

The Provincial Party Secretary assigned the People's Committee of Hoa Binh City to be the investor; establish, submit for appraisal and approval of "Component Project 2 to implement compensation and resettlement support in Hoa Binh province"; strictly manage construction planning and urban planning on the entire route during project implementation. Strengthen leadership in land and construction management, prevent encroachment and illegal construction of houses... ensure accuracy and transparency in counting, making compensation plans and site clearance. Urgently deploy the inventory and counting of the current status of the right subjects and areas to ensure maximum benefits for the people. In particular, do not allow the expansion or construction of new housing projects, temporary houses; plant more trees, build fake graves... for profit. Develop a resettlement plan to ensure that people's lives are equal or better after their land is recovered. Strive to complete the site clearance work for the entire route in Hoa Binh city within 90 days from the date of handover of the route centerline, route direction, route map, site clearance stakes, and road boundary markers for project implementation. Direct the enhancement of responsibility of the heads of wards and communes in state management of land, planning, and construction; coordinate in site clearance and resettlement.

The Provincial Party Secretary requested the investor (Infinity Group Investment Joint Stock Company) to arrange permanent staff in Hoa Binh city to promptly coordinate with departments and branches; study the plan to carry out tasks in parallel to speed up the progress of necessary procedures. Coordinate the survey of the entire route to ensure the fastest handover of the route centerline, route direction, route map, site clearance stakes, and road boundary markers of the project in Hoa Binh province to the People's Committee of Hoa Binh city before April 15, 2025. Select a contractor with sufficient capacity and experience to implement the project.
