Currently, Da Nang is focusing all resources to train and attract at least 5,000 high-quality human resources for the semiconductor industry. Of which, there are at least 2,000 design personnel and 3,000 testing and packaging personnel. In the development process, Da Nang hopes to train a human resource that not only serves Da Nang or Vietnam but also meets global job requirements.
The Prime Minister has just issued the Strategy for the Development of Vietnam's Semiconductor Industry, with a 3-phase roadmap, gradually aiming to perfect the Vietnamese semiconductor industry ecosystem to be self-sufficient and have the leading capacity in some stages and segments of the production chain.
According to the roadmap, in the 2024-2030 period, Vietnam will selectively attract FDI investment, forming at least 100 design enterprises, 1 small-scale semiconductor chip manufacturing factory and 10 semiconductor product packaging and testing factories; developing a number of specialized semiconductor products in a number of industries and fields.

In this period, we set a target of the revenue scale of the semiconductor industry in Vietnam reaching over 25 billion USD/year, the added value in Vietnam reaching 10-15%; the revenue scale of the electronics industry in Vietnam reaching over 225 billion USD/year, the added value in Vietnam reaching 10-15%. The human resource scale of the semiconductor industry in Vietnam reaching over 50,000 engineers and bachelors with appropriate structure and quantity, meeting development needs.
By the period 2030 - 2040, the semiconductor industry will be developed combining self-reliance and FDI, forming at least 200 design enterprises, 2 semiconductor chip manufacturing factories, 15 semiconductor product packaging and testing factories, gradually becoming self-sufficient in technology for designing and manufacturing specialized semiconductor products.

The goal in the period of 2040-2050 is to form at least 300 design enterprises, 3 semiconductor chip manufacturing factories, 20 semiconductor product packaging and testing factories, and to master research and development in the semiconductor field.

In the general goal, Da Nang strives to become one of the three largest semiconductor centers in Vietnam, with about 5,000 highly qualified human resources trained to meet global job requirements.
Da Nang has drastically and synchronously implemented many important steps with the main direction being to focus on developing semiconductor human resources associated with artificial intelligence. Da Nang aims to become one of the three major semiconductor centers in Vietnam by 2030, forming a network to train high-quality semiconductor human resources associated with the synchronous development of the semiconductor ecosystem.

To realize the “dream”, Da Nang also aims to attract investment from at least 20 semiconductor design and design service enterprises, including 1-2 packaging and testing enterprises. In addition to the human resource goal, Da Nang focuses on developing infrastructure systems and has outstanding incentive policies to attract strategic investors and leading international experts to invest and do business.
Specifically, Da Nang City is focusing on attracting investment in the High-Tech Park and 3 existing concentrated IT Parks, striving to continue putting into operation Software Park No. 2 with a floor area of over 90,000m2 by the end of 2024, meeting the needs of more than 6,000 employees.
Along with that, Da Nang is researching and investing in expanding the second phase of the Software Park No. 2 project with an area of 2.5 hectares; creating favorable conditions for investors and strategic enterprises to invest in new software parks and concentrated information technology parks in the area of about 22 hectares...
Resolution 136/2024/QH15 of the National Assembly with special preferential policies to attract strategic investors and strategic partners in the field of semiconductor chips has opened up many opportunities for Da Nang to attract strategic investors and strategic partners in the field of artificial intelligence semiconductor chips. Many outstanding preferential policies for enterprises will be applied, such as strategic investors being leased land without auctioning land use rights or bidding to select investors; enterprises being directly leased information infrastructure assets without auctioning; being designated by the State to bid for the purchase of special equipment, etc.

In particular, when piloting the establishment of a Free Trade Zone associated with Lien Chieu Port, there will be two sub-zones that can support the development of the semiconductor industry. These are the production and logistics sub-zones, which are important infrastructures serving long-term orientations.
According to Mr. Ho Ky Minh, Permanent Vice Chairman of the People's Committee of Da Nang City, local leaders clearly realize that attracting investment and developing the fields of microchips, semiconductors, and artificial intelligence is not a short-term, trendy activity, but a priority area for systematic, long-term research, investment, and development.
Therefore, with specific orientation and "fast but sure" steps along with advantages from Resolution 136/2024/QH15, Da Nang has full basis to strive to become one of the three largest semiconductor microchip centers in the country, participating more deeply in the global semiconductor value chain.
