July - the month of gratitude and remembrance. Along with the activities of offering incense and visiting martyrs' cemeteries, the Party Committee, government, and mass organizations from the city to the wards and communes of Thanh Hoa City have organized many activities to care for the lives of people with meritorious services to the revolution in order to deeply instill and spread the tradition of "When drinking water, remember its source" of the nation.

Moved and proud when Chairman of Thanh Hoa City People's Committee Tran Anh Chung visited, encouraged and presented gifts to him on the occasion of the 77th anniversary of War Invalids and Martyrs Day, war invalid Nguyen Van Nghia in Quang Thinh ward said: “During the war, life and death were only a hair's breadth apart. Therefore, I feel luckier than many other comrades when I returned after the war. In particular, I am very excited and touched because what I contributed to the Fatherland has always been cared for and appreciated by today's generations. I will live up to that care to spread the spirit of Uncle Ho's soldiers in the new era."
During the wars to defend the Fatherland and carry out noble international duties, Thanh Hoa City had 26,320 people who went to fight and served in combat in all battlefields. At the end of the war, Thanh Hoa City had 4,285 outstanding children who heroically sacrificed, 4,146 wounded soldiers, 1,254 sick soldiers, 288 Vietnamese Heroic Mothers, 73 resistance fighters who were imprisoned by the enemy, 1,551 resistance fighters and their children were infected with toxic chemicals. These numbers speak to the loss, pain and cruelty caused by the war; at the same time, they also reflect the indomitable spirit, bravery, readiness to fight and sacrifice for the cause of national liberation of the army and people of Thanh Hoa City, contributing together with the army and people of the whole country to beautify the glorious revolutionary flag of the nation.
Imbued with the moral principles of "When drinking water, remember its source", "When eating fruit, remember the person who planted the tree" and deeply understanding the value of sacrifice, the Party Committee and the government of Thanh Hoa City always pay attention to and carry out the work of gratitude better and better. Currently, the city has 7,052 NCCs and their relatives enjoying monthly preferential allowances. To take care of the lives of NCCs, many policies of the Party, policies and laws of the State have been implemented by the city in a timely, complete and appropriate manner. In particular, the work of reviewing, considering, making lists and approving subjects has been carried out by the People's Committees of wards, communes and the City People's Committee in accordance with regulations. Therefore, the number of applications requesting superiors to recognize and resolve preferential treatment for NCCs and their relatives in the city is always high.
Thanh Hoa City currently has no more poor or near-poor households; 100% of the poor and relatives of the poor in the city have a higher standard of living than the average living standard of the local people. The surviving Vietnamese Heroic Mothers are all supported and cared for by organizations and businesses for life. To achieve this result, in addition to the efforts of each family, there is the attention of the Party Committee, the government, the Fatherland Front and organizations from the city to the ward and commune in calling on businesses, organizations and individuals to participate in contributing to the "Repaying gratitude" fund. In the period of 2021-2023, the city has called for and mobilized more than 2.1 billion VND in the "Repaying gratitude" fund, exceeding the target assigned by the Steering Committee of the "Repaying gratitude" fund of the province. From this fund, the city, wards and communes have supported the repair and construction of 16 new houses for the poor. Thanks to that, the city has completed the construction and repair of houses for NCC, no families have to live in temporary, dilapidated houses anymore.
With the desire to partly compensate for the losses and sacrifices, helping the NCC and their relatives live happily and healthily every day, the city has closely coordinated with the Department of Labor - Invalids and Social Affairs to determine the number of NCC and their relatives who are entitled to nursing care according to regulations. Along with that, the city has provided orthopedic equipment and devices for 622 subjects; coordinated with the Social Work Center (Department of Labor - Invalids and Social Affairs) to organize medical examination, treatment and rehabilitation for wounded and sick soldiers. Wards and communes regularly review and compile a list of subjects eligible for health insurance cards to purchase and issue cards promptly. In the period of 2021-2023, the city has issued health insurance cards to 16,614 NCC with an amount of more than 14 billion VND and 7,055 relatives of NCC with an amount of more than 5.9 billion VND.
Along with taking care of material life, Thanh Hoa City also always cares about the spiritual life of NCC with the revolution. On holidays, especially War Invalids and Martyrs Day, in addition to gifts from the President, the province, the Standing Committee of the City Party Committee, the People's Council, the People's Committee of the city and the wards and communes have organized many delegations to visit and present meaningful gifts to NCC and their relatives. These days, joining the flow of gratitude, the city and the wards and communes have been organizing many meaningful activities to celebrate the 77th anniversary of War Invalids and Martyrs Day such as: visiting and presenting gifts to 100 NCC and their relatives; organizing a requiem ceremony, lighting candles to pay tribute to the great sacrifices of heroic martyrs at Ham Rong Martyrs Cemetery; offering flowers and incense at the Uncle Ho Memorial Cultural Area, the Temple of Vietnamese Heroic Mothers and Martyrs, the Memorial Area for teachers and students who died on the Ma River dike construction site, the Ham Rong Martyrs Cemetery and the Youth Volunteer Monument. In addition, the city also established 2 delegations to offer flowers and incense at the Dong Tam International Martyrs Cemetery (Ba Thuoc), the Ngoc Lac District Martyrs Cemetery and visit martyrs cemeteries in Dien Bien province.
To effectively implement the Ordinance on Preferential Treatment for Revolutionary Veterans, Thanh Hoa City continues to do a good job of gratitude, so that the call of the Central Committee of the Vietnam Fatherland Front "All people take care of war invalids, families of martyrs, and Revolutionary Veterans" will spread more and more strongly, bringing practical results and profound humanistic meaning.
