Embezzling money contributed by residents, former Head and Deputy Head of Mieu Noi Apartment Management Board were prosecuted

On March 7, Binh Thanh District Police (HCMC) initiated a case and prosecuted Pham Phuong (52 years old, former Head of the Management Board of Mieu Noi Apartment Building), Dinh Viet Cuong (49 years old, former Deputy Head of the Management Board of Mieu Noi Apartment Building) and Phan Phuong Dai (44 years old, Director of Dai Tien Electric Elevator Company) to investigate the crime of embezzlement of property.

Pham Phuong was prosecuted by the police for investigation of embezzlement of property.

According to the police investigation, in 2018, Pham Phuong (Head of the Management Board of Mieu Noi Apartment Building) and Cuong (Deputy Head of the Management Board of Mieu Noi Apartment Building) discussed the installation of 4 elevators in lots B and C of the apartment building. After that, Phan Phuong Dai (Director of Dai Tien Electric Elevator Company) quoted the price. 2 elevators in block B with a capacity of 1,600 kg are 800 million VND/elevator; 2 elevators in block C with a capacity of 1,000 kg are 700 million VND/elevator.

After receiving the quotation, Phuong and Cuong agreed and then asked Dai to increase the price of the elevator in block B from 800 million VND to 1.035 billion VND/elevator. The elevator in block C increased the price from 700 million VND to 900 million VND/elevator. Dai agreed to the proposal of the Head and Deputy Head of the Mieu Noi Apartment Management Board. The Mieu Noi Apartment Management Board transferred the payment to Dai to buy the elevator and proceed with the installation.

After installing two elevators in block B, Dai kept 100 million VND (the inflated amount), and transferred 235 million VND to Phuong and 100 million VND to Cuong. For the two elevators in block C, Dai kept 400 million VND (not divided between Phuong and Cuong). The police determined that Dai appropriated 500 million VND, Phuong 235 million VND and Cuong 100 million VND. This is the amount of money that residents of Mieu Noi apartment building contributed to install elevators for the apartment building.

Currently, the Investigation Police Agency of Binh Thanh District is investigating the case of embezzlement of property that occurred at Mieu Noi apartment building.
