Along with the process of building and spreading "good flowers," the Party is also "resolute and persistent," "has no forbidden zones," and pushes back and purges from its ranks cadres and party members whose ideals have faded.
During these days, the entire Party and people are organizing many practical activities to celebrate the 133rd birthday of beloved President Ho Chi Minh (May 19, 1890 - May 19, 2023). This is also an opportunity for the entire Party and people to consolidate their ranks, millions of people as one, determined to build a "strong Party", strengthen the people's trust to realize his testament and the aspiration of the entire nation, which is "to build a peaceful, unified, independent, democratic and prosperous Vietnam, and make a worthy contribution to the world revolutionary cause."
The Party's strength comes from its true revolutionary nature, from its wholeheartedness, devotion, and commitment to serving the people. That is also the fundamental foundation that determines the people's absolute trust in the Party's leadership.
The country has been at peace and unified for nearly 50 years and has had more than 35 years of Renovation. Under the leadership of the Party and the joint efforts and consensus of the people, we have achieved great and historic achievements, developing more strongly and comprehensively than before the Renovation.
However, in addition to the achievements, the Party also recognizes that there are still many shortcomings and limitations and is facing new challenges in the process of national development. Among them is the risk that President Ho Chi Minh warned: “A nation, a party and each person, who were great yesterday, had great appeal, may not necessarily be loved and praised by everyone today and tomorrow, if their hearts are no longer pure, if they fall into individualism… Each person has good and evil in their hearts. We must know how to make the good part in each person bloom like spring flowers and the bad part gradually disappear, that is the attitude of a revolutionary…”
Therefore, he required each cadre and party member to set an example in implementing the Party's guidelines and policies, complying with Party discipline and State laws; to practice "improving revolutionary ethics, eliminating individualism," and to regularly and effectively use the "sharp weapon" of self-criticism and criticism, thereby contributing to making the Party truly "moral and civilized." Only then will "the people trust, respect, love, and unite the masses closely around the Party."
He pointed out: "One living example is worth more than a hundred propaganda speeches."
The Resolution of the 13th National Party Congress clearly stated: "Setting an example is the responsibility, duty and morality of Party members before the people; that responsibility to set an example must be demonstrated in political ideology, ethics, lifestyle, self-criticism and criticism, as well as in relations with the masses, responsibility in work, sense of organization, discipline and internal solidarity."
The General Secretary once spoke at the 8th Central Conference, term XII: "If nearly 200 members of the 12th Central Committee, each comrade truly looks at themselves, upholds the responsibility of setting an example and takes the lead in implementing, it will have a great influence, creating a strong change in the entire Party, the political system and the whole society."
With the importance of setting an example, the Party has issued many documents regulating this responsibility of cadres and party members such as: Regulation No. 101-QD/TW of the Secretariat on the responsibility of setting an example of cadres and party members, especially key leaders at all levels; Regulation No. 55-QD/TW of the Politburo; Regulation No. 08-QD/TW of the Central Executive Committee; Directive No. 05-CT/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle," Conclusion No. 01-KL/TW of the Politburo; Resolution No. 4 of the Central Committee, terms XI, XII, XIII...
In Regulation No. 08-QD/TW, the Central Executive Committee requires cadres and party members, first of all members of the Politburo, members of the Secretariat, and members of the Central Executive Committee, to strictly comply with the Party's Platform, Statutes, resolutions, directives, regulations, and statutes, and policies and laws of the State; to set an example in implementing Regulation No. 101-QD/TW of the Secretariat on the exemplary responsibility of cadres and party members, especially leaders and key cadres at all levels; Regulation No. 55-QD/TW of the Politburo on a number of immediate tasks to enhance the exemplary responsibility. The higher the position of cadres and party members, the more exemplary they must be.
In the above trend, we have witnessed many examples of "what cadre, what movement", "cadre goes first, the country follows", which really have a spreading power in society. They are "beautiful flowers", contributing every day, creating a "beautiful flower forest" for the country.
We can mention the images of cadres and party members who are doctors, medical staff, armed forces, and pioneering union cadres, regardless of sacrifices and losses in the fight against COVID-19, especially during the fourth outbreak in Ho Chi Minh City and the southern provinces, or the images of exemplary grassroots party secretaries who take the lead in mobilizing people to donate land to build and expand rural roads.
At the senior leadership level, people acknowledge and appreciate the tireless efforts of the leaders of the Party, State, Government, and National Assembly, always listening, sharing, and actively resolving difficulties and problems, ensuring the legitimate and legal rights and interests of the people and businesses.
Along with the process of building and spreading "good flowers," the Party is also "resolute, persistent," "no forbidden zones," no exceptions, pushing back and purifying from the ranks cadres and party members who have faded ideals, have diminished will, are afraid of difficulties and hardships, have degraded political ideology, morality, and lifestyle, and have shown signs of self-evolution and self-transformation.
In the speech of the General Secretary at the National Conference summarizing 10 years of the fight against corruption and negativity, it was stated that since the beginning of the 13th Party Congress term, Party committees and inspection committees at all levels have disciplined more than 50 officials under the Central Committee's management (4 times higher than the 11th term and nearly half the number of high-ranking officials disciplined in the 12th term).
Responding to people's concerns about the increasing number of disciplined cadres and party members, whether it affects the prestige and strength of the Party or not, in a recent meeting with voters, President Vo Van Thuong emphasized: "The handling of violations in the recent past was "inevitable" but must be done to create a healthier business environment, so that the value created must belong to the person who created it, to society and the country; to eliminate from the state management apparatus those officials who have degenerated and corrupted."
"We do not worry about a lack of cadres or talented people, because the Party and State always focus on discovering, training and fostering cadres, and have solutions to attract talented people into the State apparatus to always meet the requirements of assigned tasks," the President stated.
Recently, at the 7th Central Conference of the 13th tenure, the mid-term Central Conference of the 13th tenure, an important content was that the Central Committee took a vote of confidence for Politburo members and Secretariat members of the 13th tenure.
Regarding this, General Secretary Nguyen Phu Trong emphasized that this is one of the very important innovations in the Party's personnel work, which has been carried out since the 11th term.
The purpose is to better and more effectively implement the policies, guidelines, resolutions and conclusions of the Party Central Committee on building and rectifying the Party and a clean and strong political system in all aspects; to build a contingent of high-ranking Party officials with sufficient qualities and capacities, equal to the tasks; to help comrades who have been voted for to "self-reflect" and "self-correct," continue to strive, cultivate and train their moral qualities and lifestyles, and constantly improve their exemplary responsibilities, qualifications and working capacity, to meet the requirements of the cause of building and defending the Fatherland in the new situation, contributing to consolidating and enhancing the trust of cadres, Party members and people in the Party.
It can be said that, with the vivid reality taking place in the work of Party building and rectification according to Ho Chi Minh's ideology, morality and style, the Party has sent a strong message to the people that, "apart from the interests of the Fatherland and the people, our Party has no other interests," therefore, the Party constantly makes itself "moral and civilized," clean and strong in politics, ideology and organization, undertaking to successfully lead the goal of building an increasingly prosperous and happy socialist Vietnam as Uncle Ho wished and the aspirations of the entire nation./.
