On August 19, according to the Ho Chi Minh City Department of Health, on the evening of August 16, the 115 Emergency Center received a call from a person claiming to be "Mr. Thanh of Changwon facility" at 22, 3/2 Street, Ward 12, District 10, requesting emergency care for Ms. TMD, 50 years old.
Ms. M. suddenly had difficulty breathing and became lethargic after eyelid surgery and abdominal scar removal at this cosmetic facility.
As soon as approaching the patient, the emergency team at the 115 Emergency Center quickly diagnosed that the patient was in a state of grade 2 anaphylaxis and hypocalcemia.
The patient was given emergency treatment by doctors and nurses on the spot. About 10 minutes later, the patient regained consciousness and was able to communicate well.
The doctor at the 115 Emergency Center requested that the patient be hospitalized for further monitoring, but the patient resolutely refused.
The next day, August 17, the Department of Health Inspectorate coordinated with the City Police, District 10 Police and local authorities to conduct a surprise inspection of this facility.
What surprised the inspection team beyond their expectations was that the facility's staff activated the fire alarm system with a loud, continuous ringing sound even though there was no fire or explosion incident so that the staff could escape.
During the on-site inspection, the inspection team noted that most of the rooms had the names "Changwon and Changwon International Clinic" listed.
At the ground floor reception desk, the delegation discovered the signature stamp with the name of doctor THH", stamp "Aesthetic Clinic", stamp "Thai Son Aesthetic Clinic", stamp "CHANGWON International Aesthetic Institute".
The delegation also recorded that Ms. NTP, female, 42 years old, was having a "male doctor" perform rhinoplasty surgery after injecting anesthesia for 11 million VND.
According to Ms. P.'s explanation, when the cartilage was first inserted into her nose after the anesthetic injection, the doctor told Ms. P. that an alarm would sound and told her to run... However, when she went downstairs, she met the inspection team.
Ms. TTT - the manager of this facility - said that the person who performed the nose lift on the patient at the time of the examination was "Doctor Phu" who had gone into hiding, and the person who performed the eyelid surgery and removed the abdominal scar on the TMD patient was "Doctor Thanh"...
This illegal practice is a building consisting of 1 basement, 1 ground floor and 6 floors. On the ground floor on the side is a signboard "Business Household Thai Son Cosmetic Clinic" and in the middle of the building is a signboard "Cosmetic Clinic".
On the 2nd floor, room 204 has a sign "Cosmetic Clinic", with the name of doctor THH and nurse LTMD.
On the 3rd, 4th, 5th, and 6th floors, there were many rooms and facilities with A4 sheets of paper with the words "inactive area" written on them. However, the team still recorded surgical beds, surgical lights, minor surgery kits, mucus suction machines, performance monitors, and electrocautery machines.
In addition, the inspection team also discovered in room 403 on the 4th floor a debt note dated August 1, 2024 between customer BTN and "Changwon International Aesthetic Institute" for the services of "breast augmentation, nipple reduction..." with the amount of 53 million VND.
The inspection team noted that this facility was illegally advertising at the facility, on the facility's website and Facebook page.
Consider transferring the records of the "underground" cosmetic clinic... to the investigation agency
This "underground" cosmetic clinic belongs to the business household Thai Son Cosmetic Clinic, with doctor THH responsible for technical expertise, and is currently submitting documents to request the Department of Health to issue an operating license.
The Department of Health will continue to coordinate with the City Police to verify and clarify violations of the law, and at the same time consider not granting an operating license to the Cosmetic Clinic belonging to the business household of Thai Son Cosmetic Clinic, and request "Doctor Thanh" (Mr. Tran Le Cong Thanh) and "Doctor Phu" (Mr. Huynh Dai Phu) to come to the Department of Health Inspectorate to work to clarify violations, draw up administrative violation records in accordance with regulations, and strictly handle them according to regulations.
At the same time, the Department of Health also considers transferring the case to the investigation agency of the City Police if there are signs of evading state management agencies after illegal surgery and causing complications for customers, without a practice license.
The Department of Health also requested the People's Committee of District 10 to direct the District 10 Health Department and local authorities to inspect and supervise the suspension of operations, and at the same time, to post red signs warning people not to come or use illegal cosmetic services at a facility with many violations, which is currently under suspension.
