Appraisal of investment proposal for upgrading and expanding National Highway 14D project

To ensure the appraisal procedure for consulting competent authorities to approve investment policies according to the Law on Public Investment dated November 29, 2024 and Decree No. 85 dated April 8, 2025 detailing the implementation of a number of articles of the Law on Public Investment, the Department of Finance requests the Department of Construction and the Department of Agriculture and Environment to give their opinions on the appraisal of relevant contents under the management of the project investment proposal report.

The Provincial Military Command and the People's Committee of Nam Giang district have opinions on related contents under local management.

Previously, the Management Board of Traffic Construction Investment Projects of Quang Nam province submitted a report proposing an investment policy for the project to renovate and upgrade National Highway 14D, Quang Nam province (the unit preparing the report proposing an investment policy is Traffic Construction Consulting Joint Stock Company 5).

The proposed report states the need for investment, the conditions for investment implementation, and an assessment of compliance with relevant planning in accordance with the provisions of law on planning.

The report proposing the project investment policy also mentions the objectives, scale, location and scope of investment; estimated total investment, the ability to balance public investment capital and mobilize other capital and resources to implement the project. Mention the expected progress of investment implementation; analyze and assess the preliminary environmental and social impacts; determine the preliminary investment efficiency in terms of economy and society, etc.

According to the proposed report, the authority to decide on the investment policy and investment decision is the People's Committee of Quang Nam province. The Quang Nam Provincial Traffic Construction Investment Project Management Board is assigned to prepare the project investment and is also the investor.

The project scale has the starting point intersecting with Ho Chi Minh road (at km1332+610) in Ca Dy commune, the end point adjacent to Nam Giang international border gate in La Dee commune, Nam Giang district. The actual total length is 74.4km.

Road category according to mountain grade III road standards, design speed 60km/h. Roadbed width 9m; of which road surface is 6m wide, reinforced shoulder on each side is 1m wide. Bridge width 9m; of which the roadway is 7m wide, safety strip on each side is 0.5m wide and barriers and railings on each side are 0.5m wide.

The total investment of the project is 4,518 billion VND; of which compensation and site clearance costs are more than 337.6 billion VND, after-tax construction costs are more than 3,274 billion VND, and contingency costs are more than 545 billion VND. The capital arrangement structure is expected to be supported by the central budget of 4,513 billion VND and the provincial budget of 5 billion VND. The project implementation period is from 2025 to 2028.

QL14D is located on the East-West Economic Corridor 2, starting from Tien Sa Port (Da Nang City), going up QL14B, Ho Chi Minh Road, QL14D, through Nam Giang International Border Gate to Laos, Northeast Thailand.

Due to the sudden increase in traffic volume on the route, especially heavy trucks carrying large goods, National Highway 14D has been severely damaged. The narrow, winding road has many sections with damaged dirt roadbeds, causing dust pollution, traffic insecurity, and affecting all aspects of life of the people in the highland communes of Nam Giang.

According to the assessment, QL14D has many advantages to attract large volumes of goods and passengers; contribute to reducing transportation costs and cross-border transactions; promote the development of logistics services and investment.

At the working session with the Standing Committee of Quang Nam Provincial Party Committee on February 8, 2025, Prime Minister Pham Minh Chinh agreed to allocate increased revenue and savings from the central budget in 2024 to support investment in the project to renovate and upgrade National Highway 14D in particular.
